Job Description

This position is responsible for implementing and maintaining safety programs that support a Safety First work environment within Transmission, Distribution, and Substation (T&D/S) operations. The role includes planning and facilitating safety training, conducting field safety audits, managing observation programs, and performing hazard evaluations across energized and de-energized job sites.
Clients and work environments include high-voltage transmission lines, distribution systems, substations, field maintenance work, construction projects, and switching/clearance activities.

Primary Responsibilities

Safety Oversight for T&D/Substation Operations

  • Provide field safety leadership for transmission line crews, distribution line crews, substation construction teams, and maintenance personnel.
  • Oversee incident reporting, safety orientations, job-site audits, tailboards, and crew safety meetings.
  • Ensure compliance with OSHA 1910.269, NESC, utility safety rules, and client-specific requirements.
  • Support switching and clearance activities by ensuring proper LOTO, grounding, MAD, and PPE procedures.

Field Inspections & Hazard Evaluations

  • Conduct regular field audits on energized and de-energized T&D/Substation work, including:
    • Pole changeouts
    • Line rebuild projects
    • Substation construction and equipment installations
    • Underground inspections
    • Live-line or hotline work
  • Identify hazards and recommend corrective actions aligned with utility safety standards.

Training, Coaching & Communication

  • Plan and deliver safety training specialized for T&D/Substation crews, such as:
    • Electrical safety & arc flash
    • Fall protection
    • Rigging & lifting operations
    • Switching, tagging, and grounding
    • Bucket rescue and pole-top rescue
  • Promote safety culture by communicating priorities, expectations, and results to all levels of the organization.
  • Reinforce safety policies during crew visits, ride-alongs, and tailboards.

Incident Response & Investigation

  • Respond to field incidents and near misses across T&D/Substation operations.
  • Conduct root-cause investigations and develop corrective action plans.
  • Track and report incidents, leading indicators, observations, and mitigation effectiveness.

Compliance, Reporting & Recordkeeping

  • Maintain all safety documentation related to T&D/Substation work, including:
    • Training records
    • Incident reports & corrective actions
    • OSHA 300 logs and regulatory reporting
    • Observation and audit findings
  • Provide weekly and bi-weekly safety updates to leadership and utility clients.

Equipment & DOT Coordination

  • Coordinate safety equipment distribution, inspection, and compliance, including:
    • FR clothing
    • Rubber goods
    • Fall protection equipment
    • Ground sets
    • Testing and certification schedules
  • Support company DOT compliance and driver qualification requirements.

Required Skills & Qualifications

  • Bachelor’s degree in OSHA/EHS, Safety, or related field.
  • 6+ years of occupational safety experience, preferably in electrical utility (T&D/Substation) environments.
  • Strong knowledge of electrical construction, transmission line work, distribution system operations, and substation construction/maintenance.
  • Excellent communication, leadership, coaching, and organizational skills.
  • Ability to handle shifting priorities and work across multiple active field sites.
  • Proficient in Microsoft Office and safety data/recordkeeping systems.
  • Detail-oriented, customer-focused, and able to interact with crews, leadership, and clients.

Preferred Qualifications

  • Experience with utility-specific safety practices (e.g., energized work, MAD, grounding).
  • Working knowledge of NESC, IEEE standards, utility LOTO, and switching procedures.
  • Electrical background or prior field experience in T&D/Substation work (highly desired).
  • Additional safety certifications (CSP, CHST, COSS, OSHA 30/500, etc.).
