Supply Chain Manager
Location: Westminster, MD
Pay: $100,000 - $120,000

Position Overview

M Force Partners is seeking an experienced Supply Chain Manager to lead end-to-end supply chain operations within a production and manufacturing environment. This position will oversee procurement, supplier management, receiving, shipping, freight, inventory control, and logistics while ensuring materials, information, and financial flows effectively support production demand and company objectives.

The ideal Supply Chain Manager has 10–15 years of supply chain or purchasing experience with a strong background in manufacturing, supplier management, strategic sourcing, and government contracting requirements. This individual will lead purchasing and material-related teams while driving supplier performance, cost savings, inventory accuracy, and operational efficiency.

The Supply Chain Manager will also play a key role in maintaining compliance with FAR/DFAR requirements, AS9100 quality standards, government reporting requirements, and applicable shipping and export regulations.

Key Responsibilities

• Lead and develop the Senior Buyer and purchasing team
• Oversee purchasing, receiving, shipping, freight, inventory, and related supply chain activities
• Negotiate supplier pricing, terms, contracts, and supply agreements
• Process purchase orders, track deliveries, and resolve supplier discrepancies
• Identify, qualify, and onboard new suppliers, including NDA management and vendor setup in QAD
• Conduct supplier performance reviews and implement corrective actions
• Visit suppliers to resolve issues, support new projects, and maintain supplier relationships
• Request and manage supplier certifications, FAI packages, and compliance documentation
• Manage RMAs and ensure timely resolution of non-conformances
• Maintain procurement compliance with FAR/DFAR, government contracting requirements, and AS9100
• Develop and execute strategic sourcing strategies aligned with business objectives
• Identify opportunities for cost reduction, value creation, and supply chain optimization
• Manage freight and logistics carrier contracts
• Oversee incoming material activities to ensure accurate and compliant receipt of goods
• Verify incoming shipments for quantity, quality, certifications, and purchase order accuracy
• Resolve receiving errors, damaged shipments, and documentation issues with suppliers
• Ensure proper labeling, inspection routing, ERP receiving transactions, and material storage
• Maintain material traceability in accordance with AS9100 requirements
• Manage inbound freight scheduling, unloading processes, and documentation
• Oversee outbound customer and supplier shipments to ensure accuracy and on-time delivery
• Prepare and review packing lists, Bills of Lading (BOLs), export documents, certifications, and required shipping documentation
• Coordinate outbound freight, carrier selection, pickups, and scheduling
• Ensure packaging, documentation, and shipping activities meet customer and regulatory requirements
• Maintain export compliance and hazardous material shipping controls when applicable
• Maintain inventory accuracy in support of production schedules
• Oversee cycle count programs, identify discrepancies, and drive corrective actions
• Ensure accurate ERP inventory transactions including issues, receipts, transfers, and adjustments
• Oversee material pulling for work orders and delivery of materials to production teams
• Monitor inventory levels, storage conditions, and material traceability
• Manage materials outside of the ERP system through controlled workflows when required
• Attend production, supplier status, and management meetings
• Support Program Managers, Sales, Accounting, and Operations with material-related requirements
• Create Small Business plans for contracts over $750,000
• Maintain Small Business tracking and submit required semi-annual and annual government reports
• Manage GIDEP alerts as required
• Provide monthly activity, performance, and cost-savings reports to upper management

Required Qualifications

• Bachelor's degree in Business Management, Supply Chain, Operations, or a related field
• 10–15 years of supply chain or purchasing experience within a production or manufacturing environment
• Strong leadership, communication, and team-building capabilities
• Knowledge of FAR/DFAR procurement rules and government contracting requirements
• Experience working with AS9100 Quality Management Systems
• MRP/ERP system experience
• Strong negotiation and supplier management skills
• Understanding of receiving, shipping, logistics, and inventory control best practices
• Proficiency with Microsoft Office
• Ability to work effectively in a fast-paced, deadline-driven environment
• Demonstrated initiative and ability to exercise independent judgment
• Ability to travel domestically and occasionally internationally
• Consistent attendance and reliability

Preferred Qualifications

• Experience overseeing receiving, shipping, freight, and inventory activities
• Experience with QAD
• Knowledge of Lean Manufacturing
• Lean or Six Sigma Green Belt certification
