RCS Staffing is placing a Project Manager – Transmission & Substation with a leading electric utility. This is a remote, direct-hire, full-time contract opportunity for an experienced T&S project leader ready to own complex, high-value capital projects from budgetary approval through close-out. You will lead cross-functional project teams — spanning engineering, construction, environmental, legal, external affairs, and operations — delivering large transmission and substation programs safely, on schedule, and within budget.

OVERVIEW OF YOUR ROLE Reporting to T&S major project leadership, you will serve as the accountable project owner for large, complex transmission and substation capital projects. You will direct cross-functional teams across engineering, construction, siting and permitting, environmental, legal, ISC, business services, external affairs, and T&S operations — managing every dimension of project execution including safety, schedule, budget, risk, contracts, FERC compliance, and stakeholder communications from kickoff through final close-out.

YOU WILL:

● Own end-to-end project execution for large, complex T&S capital projects — from budgetary approval through in-service and close-out.
● Lead and coordinate cross-functional project teams including Engineering, CRE, Siting & Permitting, Legal, Environmental, ISC, Business Services, External Affairs, TSE Construction, and T&S Operations.
● Manage project safety, ensuring all activities are planned and executed in compliance with applicable safety standards and company requirements.
● Develop and maintain project schedules; collaborate with T&S Construction on construction schedule, clearance planning, and execution.
● Manage project budgets; produce and submit monthly budget forecast spend reports and proactively address cost variances.
● Identify, assess, and mitigate project risks; escalate and resolve project challenges in coordination with T&S major project leadership.
● Administer contracts; oversee contractor performance and scope, schedule, and cost compliance.
● Produce and submit FERC compliance documentation in accordance with regulatory requirements.
● Maintain clear project communications with all internal and external stakeholders throughout the project lifecycle.
● Support final project close-out, ensuring all documentation, punch list items, and administrative requirements are completed.

YOU ARE THE IDEAL CANDIDATE IF YOU HAVE:

● Bachelor's degree in Engineering, Construction Management, Project Management, or a related field.
● 15+ years of experience leading Transmission & Substation or closely related capital projects with high-level engineering and project management expertise.
● Demonstrated ability to manage large, complex T&S projects from concept through close-out — on schedule and within budget. ● Experience leading cross-functional project teams across engineering, construction, legal, environmental, and regulatory disciplines.
● Strong working knowledge of FERC compliance requirements and the ability to produce and submit regulatory documentation. ● Proven budget management skills, including monthly forecasting, cost control, and variance reporting.
● Excellent communication skills — able to manage stakeholder expectations and resolve project challenges across all organizational levels.

IT'S A BONUS IF YOU HAVE:

● Project Management Professional (PMP) certification.

● Experience working directly within a regulated electric utility environment.

● Familiarity with clearance planning processes and T&S construction coordination.

● Experience managing projects under NERC/FERC regulatory frameworks.
