Job Description

RCS Staffing has an immediate need for a Construction Engineer in Piketon, Ohio. This is a full-time, direct-hire assignment with our client. This position offers a competitive base salary, is bonus eligible, and includes a comprehensive benefits package with vacation and holidays.

Overview of YOUR Role as a Construction Engineer

In this role, you will plan and control field execution of facility modifications and new installations at a DOE-contracted energy facility operating within a highly regulated, safety-critical environment. Serving as the construction engineering point of contact for plant infrastructure work, you will bridge Design Engineering, Operations, and third-party construction contractors — translating design outputs into executable work packages and driving projects from field execution through clean, compliant handover. This is a technically demanding role for an engineer who is equally comfortable in the field and at the project table.

As a Construction Engineer, YOU Will:

  • Serve as the construction engineering point of contact for plant infrastructure work, acting as Site Technical Representative during field activities and coordinating daily interface between Design Engineering, Operations, and third-party construction contractors.
  • Translate design outputs into executable work packages, including permits, procedures, ITPs/hold points, and acceptance criteria; author RFIs/RFCs, manage redlines, and drive as-built documentation to maintain configuration control.
  • Support or lead construction scopes administered via EPC and specialty contractors — monitor cost, schedule, and performance; enforce contract requirements; and manage change orders and progress verification.
  • Ensure field execution aligns with applicable codes and standards (NEC, NFPA, OSHA, IEEE), site procedures, and the facility's licensing and regulatory framework.
  • Champion industrial and electrical safety (LO/TO, arc-flash controls) and nuclear quality expectations during pre-job briefs, hazard analyses, and audits; verify contractor compliance and drive immediate corrective action for deficiencies.
  • Plan and witness construction tests, ensure punch-list completion, and coordinate functional testing and energization with operations to achieve Ready-for-Operations and clean handover packages.
  • Provide clear field status, risk assessments, and mitigation plans to project managers and site leadership; coordinate with DOE and utility stakeholders as needed for power or site services.
  • Capture lessons learned and propose procedural or design feedback to reduce rework and improve constructability on future project scopes.

YOU Are the Ideal Construction Engineer Candidate If You Have:

  • 5+ years of construction or field engineering experience for industrial facilities — nuclear, chemical process, oil & gas, or large manufacturing — including oversight of contractors and multi-discipline field scopes.
  • A Bachelor's degree in Engineering (Civil/Structural, Mechanical, Electrical, or related) or Construction Management from an accredited institution; equivalent experience considered.
  • Hands-on experience with work-package development, QA/QC inspections, welding/mechanical/electrical installation oversight, and startup/commissioning support.
  • Familiarity with RFIs, NCRs, ITPs, and as-built control in a regulated construction environment.
  • Demonstrated collaboration with EPCs and vendors, including experience with progress tracking, change control, and field estimating.
  • Practical application of NEC, NFPA 70E, OSHA, and IEEE/NEMA codes with a strong safety leadership record in high-hazard work environments.
  • Working knowledge of DOE site operations or a similarly regulated environment; ability to execute work consistent with a facility's licensing basis and site procedures.
  • The ability to obtain and maintain a DOE "Q" level security clearance (required for this position).

It's a BONUS If You Have:

  • An active DOE "Q" clearance or Top Secret clearance — candidates with an active clearance will be prioritized.
  • Prior experience at a nuclear facility, DOE site, or similarly regulated federal energy program.
  • Experience with nuclear quality assurance standards such as NQA-1 or 10 CFR 50 Appendix B.
  • Background in uranium enrichment, chemical processing, or advanced nuclear fuel cycle operations.
  • Experience managing EPC contractor performance across multi-discipline construction scopes in a DOE or NRC-regulated environment.
