Work Assignment Overview: Highly motivated and experienced Project Controls Specialist to support and implement project controls on our diverse portfolio of capital projects within our Project Delivery group.
Contract Duration: 12 months
Max T4 Rate: $84.56/
Max INC Rate: $99.78/

General Description


• The Project Manager – Infrastructure Level 3 is responsible for the successful completion of high risk and highly complex infrastructure or other construction projects by leading cross-functional, multi-disciplinary teams through project activities so that projects are successfully completed safely, with quality, within budget, and on time. Experience and Role Accountabilities • A minimum twelve (12) years of project management experience or equivalent. • Plan, direct, and report on infrastructure and other construction project activities by consistently monitoring project benefits, resources and status and creating documents such as project plans, action logs, communication plans, status reports and post implementation reviews so that the project is implemented as planned. • Develop project plans and risk management plans for high risk and highly complex infrastructure or other construction projects with a capital cost that may be in excess of $100 million for effective management throughout the project lifecycle. • Manage multiple activities effectively such as quality assurance, engineering, First Nations and stakeholder engagement, communication, regulatory approvals, procurement, planning and controls, construction management, pre-commissioning, employee relations, and safety by using project management principles in monitoring progress and establishing standards for implementation to keep the project within allotted time and budget. • Complete project management activities including scoping, planning, managing, monitoring, and reporting on project tasks by using advanced skills in Microsoft Office as well as project management programs to fulfill BC Hydro’s business needs. • Maintain meaningful relationships with stakeholders including customers, engineers and field crews through regular communication using excellent verbal, written, and presentation skills enabling timely progression of projects. • Establish standards for implementation and monitoring using excellent analytical skills and a comprehensive knowledge of project management practices and procedures to optimize project resources. Education and Skills • Bachelor's degree in Engineering, Business, Economics or related discipline • Bachelor’s degree Engineering, an asset • Project Management Professional (PMP®) designation, preferred • Program Management experience, an asset • Advanced MS Office skills (Word, Excel, PowerPoint, and Project) • Advanced English skills for professional environment, written and spoken

We are seeking a highly motivated and experienced Project Controls Specialist to join our team. The successful candidate will be responsible for implementing project controls on our diverse portfolio of capital projects within our Project Delivery group.

Job Specialty Details are as follows:

• This role involves leading planning, scheduling, cost control, and performance measurement for large-scale, complex construction projects and programs. The candidate will apply project controls best practices to deliver expert-level insights, trend analysis, and performance reporting that support strategic decision-making, planning, risk identification and mitigation strategies.
• Minimum 15 years of experience in project controls, cost engineering and scheduling within large infrastructure or utility projects. Bachelor’s degree in engineering, Construction Management, Business, or an equivalent relevant field experience.
• Apply Earned Value Management (EVM) principles to develop and support site-based project controls activities including field progress tracking and contractor performance monitoring.
• Collaborate with project teams to ensure accurate data collection and integration into centralized project controls systems and real-time reporting to align project objectives and deliverables.
• Ability to query, extract and transform large volumes of system data. And utilize Power BI for advanced data visualization, dashboard creation, and performance analytics and strategic insights.
• Act as a subject matter expert (SME) in project controls, supporting governance, training, and continuous improvement initiatives. Ensure compliance with corporate standards, procedures, and best practices.
• Support the development and delivery of training materials on project controls tools, processes, and reporting requirements.
• Demonstrated on-site experience in project planning, scheduling, cost control, forecasting, and knowledge of quantity surveying.
• Advanced knowledge of contract management, engineering, and supply chain management with a comprehensive understanding of the project lifecycle (EPCM).
• Advanced proficiency in Primavera P6 and Power BI/Power Query.
• Familiarity with SAP systems and experience working with utility contractors is considered an asset.
• Experience with intermediate-level programming (e.g. VBA, Power Query, SAS, R, Python, DAX, and M), Power BI dataflow authoring, and business intelligence modeling is considered an asset.
• Strong analytical and problem-solving skills with high attention to detail.
• Ability to travel occasionally to project sites as required.
