Rate: $80/INC - $95/INC + $90/per diem Monday - Friday
Description of Services:
The scope of this work of the Project Supervisor is to coordinate and supervise an integrated team of staff conducting maintenance and decommissioning field work. Reporting to the Site Superintendent, the Project Supervisor is the lead supervisor for field execution of projects responsible for safe leadership, efficient utilization of resources, schedule adherence, and meeting production/profitability goals. The teams may be dedicated or resourced through the WL Integrated Work Control Process. The Project Supervisors leadership skills and extensive experience have provided them with the ability to direct the work of others and are expected to use their experience and judgment to make decisions within their limits of authority. They are well organized and choose safety above all else.
CNL Employees perform all duties in accordance with established health and safety and regulations/guidelines, policies and procedures (i.e., utilizing personal protective equipment as per safe work procedures). Notifies management or supervisor of all occurrences, injuries, illnesses or safety and health concerns which are likely to harm themselves, their co-workers or any other on the premises in a timely manner and in accordance with established reporting requirements.
This will be a full-time assignment.
Support will include the performance of deliverables listed below in this Task Order.
Deliverables
- The Staff Augmented Project Supervisor will report to the WL Site Superintendent.
- Education:
- A two year Technical or University diploma/degree, or a Journeyperson trades certification with seven years or more experience. This person would not necessarily have to be a Journeyman tradesperson, they could qualify by seven or more years of applicable experience
- Di/ploma in Health & Safety an asset
Experience:
- At least seven years of relevant experience, with at least five years of leading and executing field work.
- Strong project supervisor track record
- Familiarity with construction, remediation, demolition and building maintenance.
- Familiarity with radiological work an asset.
- Proven ability to lead large crews in various disciplines
Abilities and Skills:
- Effective team building and leadership skills to develop collaborative relationships with colleagues and subordinates.
- Self-motivating, disciplined and able to work independently, collaboratively and in difficult/high pressure situations.

- Good writing skills for report development, daily logs, OTOs (Order to Operate), RWPs (Radiological Work Plan) and work plans
5.Functions and responsibilities include but are not limited to the following:
The Project Supervisor must possess excellent written and verbal communication skills to prepare technical reports and specifications, and to liaise with project team, contractors, suppliers, regulators, and peers etc. to ensure project requirements are met.
- Maintaining log/reports including, site, production, time keeping, Daily Field Work report, WIP sign offs/status, and associated drawing sign offs.
- Extremely effective at verbal communication to help identify and resolve issues, communicate solutions and coordinate resources. Provides verbal encouragement and recognition to staff.
- As needed, participate in daily/weekly meetings with Project Team/Managers/Planners and support services regarding planning and progress reporting if the field work will allow.
- Responsible for communicating to the Planner the Working Schedule scope, T-XX forecasted activities that supports the advancement of the Baseline and management of site wide resources.
- Responsible to ensure trained and qualified resources are effectively deployed, aligned and utilized increasing overall productivity.
- Monitor Plan of Day field work assignments utilizing the Daily Field Report and provide daily progress updates against the expected completed work activities to the Project Manager.
- Prepares work permits, leads Pre-Job Briefings and Post Job Reviews, or delegates this responsibility as needed.
- May be required to rotate through an on-call schedule; act as a single point of contact (SPOC) for trades resources to respond to emergent issues after hours.
Safe Work Planning and Coordination of Worker Activities
- The Project Supervisor must provide leadership that results in a safe work culture, and is responsible and accountable for the safety of the crew under his/her direction. He/she translates the baseline or detailed working schedule into prioritized work for the crew.
- Consults with Project Managers, Project Engineers, Operations, Planners and Work Management staff to prioritize and schedule project work activities.
- Must clearly understand the project scope and ensure work outside of approved scope is not done prior to proper approvals and required documentations completed and signed off.
- Responsible for communicating to the Planner the Working Schedule (WS) scope, T-XX forecasted activities that supports the advancement of the Baseline, enabling the Planner to proactively enable and schedule walk down activities.
- Single-point-of-contact (SPOC) for work site related activities, including facilitating walk down activities, ensuring all walk down participants (SMEs) understand the scope of work.
- Liaise with SMEs on technical execution of work.
- Identifying any issues during project work activities and taking appropriate action where needed.
- Responsible to ensure trained and qualified resources are effectively deployed, aligned and utilized increasing overall productivity.
- As required, develop a recovery plan in response to emergent field activities.
- Ensure Walk Down, Field Verification Checklist (FVC), Job Safety Analysis (JSA), Work Instruction Package (WIP), Work Permit (WP), Order to Operate (OTO) and Clearance documentation identifying the hazards and mitigation techniques have been completed prior to the execution of field work activities.
- Ensure workers participate in appropriate pre-job brief meetings to ensure workers are fully engaged, and aware of all hazards associated with the planning and execution of work activities and all mitigating techniques have been deployed to maintain workplace safety.
- Ensure workers understand the job or task assignment.
- Ensure workers assigned to the project review the WIP and supporting documentation, receive appropriate timely instructions, status of progression of work, sequence of work execution, and the procedures and safety management techniques to be implemented.
- Ensure only predetermined safe work practices are used during the course of work execution, which includes the authorization to shut down work that is unsafe.
- Responsible to effectively communicate and define the scheduled break times for the workers in support of scheduled work activities.
- Ensure workers participate in appropriate post-job brief meeting to ensure workers have an opportunity to convey any lessons learned to assist in maintaining workplace safety and efficient completion of work.
- Prepares or delegates preparation of WPs; in advance of work activities and ensures site wide rules, regulations, policies and union agreements are observed.
- Sign the WP in the Work Accepted By box, acting as the Job Leader, on behalf of the performing personnel for work to be conducted under a WP.
- As the acting Job Leader must understand the conditions specified on the WP, and once the WP has been Authorized, is responsible to ensure activities are effectively coordinated, WP is clearly displayed at the work site, conditions specified on the WP are adhered to and effective supervision of the work is provided.
- Responsible to ensure Workers work safely and comply with the conditions specified on the WP.
- Must ensure that the work site is left in a safe, tidy condition, that the WP indicated whether the work was completed, and that the indicated final actions on the WP are completed.
- Acts as the Sponsor for external contractors, or assigns that role in coordination with the Project Manager.
- Promptly reports all injuries/near misses to appropriate management.
- Prepares Accident/Injury Investigation reports.
Specific deliverables associated with the position include:

- Review of means and methods of project plans and implementation.
- Provide a training module for better developing the skills set at WL and provide mentoring to personnel in the field.
- Provide relevant OPEX to the project and commeasurable to the phase of work being performed. This also includes relevant OPEX as it related to performing oversight functions.
- Identify, define and direct approach for successful resolution of significant technical issues.

- The Project Supervisor has significant input regarding performance management of workers. They may need to document their actions to support coaching and performance management. The Project Supervisor is typically the timekeeper for his/her crew. He/she shall prepare time reports to support approval of time cards or contract invoices. The Project Supervisor may provide input for performance reviews or provide input on workers to managers.
- Responsible for ensuring all work adheres to the applicable company policies and procedures.
- Organizing and plan field activities for assigned resources, including availability of proper tooling and equipment.
- Provide supervision, oversight, direction and coordination of the work activities and the safety of the workers during the execution phase of the project.
- Responsible for the control of all work activities and the release of workers from the work site.
- Promotes, supports and facilitates teamwork and harmony between all crew members by fostering a positive, visible teamwork attitude.
- Involved with the recommendation of project execution personnel to develop high-performing teams that delivers work efficiently and safely.
- Sets behavioural expectations to ensure crew performance, morale and productivity is maintained to a level that is acceptable to the Project.
- Involved and supportive of any day to day coaching or disciplinary decisions.
- Typically supervises a team comprised of skilled trades, decontamination workers, radiation surveyors, heavy equipment operators, utility workers, and other support groups on site. May supervise Technicians, Technologists and external contractors.
- Recommending personnel actions such as hiring, releasing, promotions and discipline.
- Provide feedback and influence regarding scheduling of worker training and vacation based on infield activities.
- Participate in completion of Incident Injury Report (IIR) and ImpActs when such issues arise from field work.
- Positive attitude with respect to nuclear regulatory environment and required work planning and execution practices.
- Leadership skills and attitude. Desire to help out where needed, vision to foresee future requirements/opportunities, good intuition, imagination, and judgement. Ability to coach, give constructive feedback and have the capability to empower others.
