Job Description

Link Technologies (LinkTechConsulting.com), a Las Vegas-based IT consulting firm, is currently seeking a Business Analyst 3 to join our team.

QUALIFICATIONS

  • Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field; Master's degree preferred.
  • Minimum of eight (8) years of experience with the following:
    • Business data analyst role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives.
    • Leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects.
    • Medicaid Information Technology Architecture including practical application in complex system environments; MITA State Self-Assessments (SS-A) is highly desirable.
    • Business modeling skills, with expert proficiency in methodologies and tools such as Business Process Model and Notation, Unified Modeling Language, ArchiMate
    • Business architecture (a proven track record in large-scale digital change, and an intimate understanding of the MITA framework)
    • Analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions.
    • Written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.
    • Negotiation, facilitation, and conflict resolution skills.
    • Work successfully with technical and non-technical groups on complex business problems.
    • Driving measurable improvements in operational efficiency and service delivery.
    • Enterprise architecture frameworks such as TOGAF.
    • Analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications skills

PREFERRED

  • Minimum of four (4) year of experience with the following:
    • Agile environment (preferably SAFe)
    • Texas HHSC processes as well as Texas Medicaid and CHIP systems
  • Minimum of two (2) year of experience with for direct, hands-on experience with Texas Health and Human Services integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP)

RESPONSIBILITIES

  • Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
  • Business Process Reengineering (BPR): conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes.
  • Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
  • Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
  • Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements.
  • Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
  • Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams.
  • Articulate business impacts of technical decisions and technical implications of business requirements.
  • Reviews, analyzes, and evaluates business systems and user needs.
  • Formulates systems to parallel overall business strategies.
  • Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
  • Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
  • Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
