Project/Program:

Grants Management.

This position includes transitioning State agency grant programs and managing grantmaking activities in the Statewide Financial System (SFS). Support for this effort requires understanding State Agency and vendor user needs, system knowledge, and implementation strategies. To provide this it is essential that we fill this Senior BA position. Not doing so would present a significant risk to the many state agencies and vendors performing grants management business in NYS in terms of interrupted business, late contracts, and late payments.

Day-to-day Tasks:

Under the direction of Grants Management supervisors, the incumbent will:

  • Engage in requirements gathering and fit/gap analysis, support conceptual and detailed design efforts, and facilitate business process conversion in support expanding State Agency and vendor use of the SFS Grantmaking modules
  • Assist in the identification and documentation of system anomalies and State Agency change requests for the purpose of enhancing user experience and/or mitigating defects.
  • Assist with first level help desk queries
  • Ensure a smooth transition for all users (vendors and state agency) of the Grants Gateway into the SFS for Grants. Support all State Agency and vendor users with the goal of ensuring grantmaking activities occur timely and accurately.
  • Assist senior staff with developing user manuals/training materials.

Mandatory Qualifications:

Business Analyst –

Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact.

Senior:

60 - 84 Months: Candidate is able to work independently, without assistance and provides guidance to others. May have an advanced education.

Requested Qualifications:

  • 60 months of experience in performing requirements gathering and business analysis, producing written documentation of requirements; system design and implementation.
  • 36 months of experience documenting system enhancements and defects for implementation and resolution.
  • 36 months of experience providing implementation support services for an enterprise IT project.
  • 12 months of experience as a state employee or public/private consultant performing Business Analysis activities in support of a state enterprise or agency specific grants or financial management system.
