Job Description

Project/Program:

NYS Tax Modernization.

This position will be in support of the NYS Tax Modernization Program and will be responsible for playing a lead role in the Integrated Account System (IAS) Modernization project. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, which is responsible for billions in state revenue. Some of the major areas under this modernization include Collections and Accounts Receivable, and Taxpayer Accounting. IAS Modernization includes converting the existing legacy mainframe systems onto new platforms. This position will actively participate in design, development, conversion, and testing activities.

Day-to-day Tasks:

The selected candidate will be responsible for all phases of the System Development Life Cycle for a multi-tiered complex processing system. The responsibilities will include new development. Specific tasks will include:

  • Responsible for assisting with the technical design for new development and system enhancements.
  • Responsible for coordinating the technical solutions among various technical support groups.
  • Presentations of technical solutions to management and technical support areas.
  • Responsible for implementing technical solutions.
  • Leading requirements gathering sessions.
  • Leading the analysis of requirements and system design work.
  • Development of technical design documents and program specifications.
  • Coding, unit, and integration testing of programming assignments.
  • Writing and tuning SQL
  • Technical Support of user testing efforts.
  • Performance tuning of new and existing applications.
  • Production support tasks including analysis of issue, propose and implement solutions.
  • Mentoring less experienced staff.

Mandatory Qualifications:

Software Architect –

Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.

Expert:

84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

  • 84 months experience with a Government Taxation organization, which includes technical design, development, maintenance, and end user support of complex Tax Accounting Systems.
  • 84 months experience with COBOL programming in an IBM Mainframe Environment.
  • 36 months experience with IBM DB2 for LUW working with large databases (1TB and larger) and using XQuery.
  • 84 months experience with IDMS and DMLO in a mainframe environment.
  • 84 months experience with APS (Application Productivity System) and CICS in a mainframe environment.
  • 84 months experience with IBM MQ Series.
  • 84 months experience with IBM DB2 for z/OS working with complex database structures.
  • 84 months experience with IBM MVS JCL in a mainframe environment.
  • 84 months experience with TSO in a mainframe environment.
  • 84 months of application performance analysis and tuning experience.
