Project/Program:

New York State Early Intervention Program (EIP).

NYSDOH needs temporary contractual services to support the vendor hosted data system for the New York Early Intervention Program (EIP). This application is used to address the Early Intervention Program's (EIP's) functions of child referral and intake, case management, developmental evaluations, service planning, service delivery, service providers' claiming, provider application and approval, reporting, auditing, and compliance with federal and State requirements. The individual in this position will primarily be responsible for overseeing the testing of the Program's data system. The testing effort will require analysis of business requirements. There will also be numerous deliverables that will need to be tested comparing current and new functionalit.

Day-to-day Tasks:

• This position will work closely with the third-party vendor, program staff, and business analyst to develop and execute test plans for application upgrades, application software releases, and interface changes. Work with the NYSDOH third-party vendor to develop new/update existing and maintain all documents related to NYS data systems and support User Acceptance Testing. Work closely with the Software Manager and Business Analyst on active/pending projects, primarily the system updates, including software releases. Test data scripts and assist the program area with performing User Acceptance Testing of the vendor supplied solution.
• Administrative Tasks: Attend and participate in meetings, prepare a weekly report, complete NYS LATS timecard daily.

Mandatory Qualifications:

Tester –

Conducts automated and manual tests to ensure that the software created/upgraded performs as necessary and meets the user requirements. Develops and maintains user and technical documentation and project process documentation for application teams. Understands the view of applications and/or technology and is able to put procedures in a logical sequence.

Expert:

84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

• 84 Months experience planning, designing, developing, and executing test strategies.
• 84 Months experience creating test plans, test reports, and defect management using industry-standard tools to identify, document, communicate, prioritize, track, and resolve problems.
• 84 Months experience in Functional Testing using functional testing tools.
• 72 Months experience as a Test/QA Lead. Experience must detail team leadership, working with business analysts, business and technical subject matter experts, using Test/QA best practices.
• 48 Months experience in creating user test scripts and managing User Acceptance Testing.
• 36 Months experience with Performance and stress testing using performance testing software.
• 36 Months experience with planning and implementing automated, data exchange between internal and external systems.
• 36 Months experience with automated functional testing. Response must detail use of specific automation tools and any processes used to mitigate test cases from manual testing to automation.
• 24 Months experience testing insurance claiming or case management applications.
• Candidate has a bachelor's degree in an Information Technology related field.
• Candidate has a certification in Quality Insurance.
