Job Description
Project/Program:
New York State Early Intervention Program (EIP).
NYSDOH needs temporary contractual services to support the Early Intervention Program with the Early Intervention Data System. This application is used to address the Early Intervention Program's (EIP's) functions of child referral and intake, case management, developmental evaluations, service planning, service delivery, service providers' claiming, provider application and approval, reporting, auditing, and compliance with federal and State requirements. The individual in this position will primarily be responsible for normal BA related tasks, as well as testing the Program's data system. The testing effort will require analysis of business requirements. There will also be numerous deliverables that will need to be tested comparing current and new system functionality.
Day-to-day Tasks:
Daily Tasks will include but are not limited to the following:
- Facilitate the elicitation, validation, prioritization and documentation of requirements. Translate complex business/program terminology, concepts and issues in terms understandable to technical and non technical management staff. Translate requirements into test plans and scripts and trace the fulfillment of requirements through the testing phases.
- Develop and execute test plans, including test cases for application changes, application software releases, and system updates.
- Support User Acceptance Testing for the Early Intervention data system. Work with the NYSDOH third-party vendor to develop new/maintain existing documents related to the EI Data system.
- Administrative Tasks: Attend and participate in meetings, prepare a weekly report, complete NYS LATS timecard daily.
Mandatory Qualifications:
Business Analyst –
Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
Expert:
84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 84 Months experience working as a primary or lead business analyst.
- 84 Months experience creating test plans, test reports, and defect management using industry-standard tools to identify, document, communicate, prioritize, track and resolve problems.
- 60 Months experience with analysis and documentation of business processes by describing relevant factors including workflow processes, data input/output activities, and descriptions of data elements.
- 60 Months of experience with eliciting, validating, and documenting, business approved functional and non-functional business requirements for use by the technology team.
- 48 Months of experience planning, designing, developing, and executing test strategies.
- 48 Months of experience translating and documenting technical information for business/program consumption to ensure consistency and common understanding across the stakeholder groups.
- 36 Months of experience with determining business requirement priorities among diverse internal and external stakeholders.
- 36 Months experience as a systems analyst, software engineer, and/or developer.
- Candidate is a certified Business Analyst or Quality Assurance Tester.
- Candidate has a bachelor's degree in an IT related field.
