Project/Project:
New York State of Health (NYSoH) is New York's official health plan marketplace established by Executive Order No. 42. The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules.The Software Architect will work closely with NYSoH program staff, vendors and other stakeholders to define requirements for NYSoH Development and Operations.
Day-to-Day:
Specific activities to be performed include, but are not limited to:
- Work on complex software in a fast-paced, high volume work environment
- Manage multiple projects at the same time
- Utilize effective communication and facilitation skills to reach consensus among stakeholders
- Deliver oral and written communications to business owners, IT program team members, and management
- Analyze and revise flow charts, process models and technical specs describing as-is or to-be IT systems or business processes
- Provide regular status updates to upper management on various projects and keep them abreast of risk, issues, and mitigation plans
- Guide requirements gathering meetings to elicit functional and/or operational requirements to define system functionality and current operations
- Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff
Mandatory Requirements:
Software Architect - Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.
Expert - 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Requirements:
-84 months of experience managing large ($100 million or greater) complex IT projects where regular interactions with executive-level stakeholders has been required.
- 84 months of experience working on an IT implementation of the Affordable Care Act, e.g. New York State of Health (NYSoH) or other Marketplace, which includes automated Eligibility determination and automatic Enrollment into a chosen plan. (Not Healthcare, Not Claims Processing)
- 84 months of experience supporting Change Request development activities involving the Affordable Care Act or Medicaid, including creating and reviewing designs for proposed solutions, defining technical requirements for business and operational systems, and supporting their implementation
- 84 months of experience analyzing and developing business and operational processes involving the Affordable Care Act or Medicaid.
- 84 months of experience writing complex SQL queries, stored procedures/triggers/functions in DB2/Oracle for data extraction and data integration purposes in multi-terabyte database.
- 84 months of experience in data interrogation, analysis, and profiling including generation of detailed and executive level reports.
- 60 months of managing projects and supervising staff. PMP Certification is preferable.
- Bachelor’s Degree in Information Technology or Computer Science or related field
