Job Description

Project/Program:

NYS Case and Resource Tracking System (CARTS). The NYS CARTS system is the billing and collections system for the Department of Taxation and Finance.

Day-to-Day: 

• Maintenance of existing systems as well as new development work related to legislative initiatives.
• Participate in requirements gathering phase.
• Analysis, design, coding and unit/integration testing.
• Create and update program specification and detail design documentation.
• Research and fix production issues.
• Application performance tuning.
• Mentor staff on programming standards.
• Troubleshoot complex production issues.

Mandatory Requirements: 

Programmer - Creates computer software. May specialize in one area of computer software or may write code for many kinds of software.

Expert - 84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Requirements: 

- 84 months of COBOL programming experience 1
- 84 months of JCL experience 
- 84 months of IBM DB2 experience working with databases
- 60 months of IDMS Database experience
- 60 months of experience writing technical design specification documents for multifaceted component-based systems
- 60 months of system analysis and design experience for multi-tiered transactional systems
