Job description:
The New York State (NYS) Office of Temporary and Disability Assistance (OTDA) Center for Employment and Economic Supports (CEES) took responsibility for administration of New York’s
Supplemental Security Income (SSI) State Supplement Program (SSP) from the Federal Social Security Administration (SSA) in October 2014. Bringing the administration of the program in-house to OTDA yields a cost savings to NYS of approximately $90 million annually.
The main source of Federal and NY State Supplement information is the Social Security Administration’s State Data Exchange file (SDX). Various versions of the file are received daily, monthly, quarterly, and yearly. Currently, the State Supplement Program (SSP) receives the file, processes SSP-related information found in the file, and at the end of the day builds a new version of the file, containing both SSP and SDX data, and delivers it to the Welfare Management Solution (WMS) for further processing and delivery to other agencies that require the information. By creating the OTDA Consolidated Data Exchange (CDX) as the third phase of the SSP project, Federal and State Supplement Information is brought into alignment with both OTDA business goals and ITS enterprise goals. Moving forward SSP will have many technically complex changes needed within the core functionality of the application to begin utilizing the federal data from the CDX application.
Due to the nature of the application these changes require a high level of expertise to insure the program bares no negative impact.
Day to Day:
• Mentoring and training of state .Net development staff
• Architect high performance services to accurately and securely transmit data to and from CDX
• Perform code reviews for maintainability, best practices, performance and security
• Rapid design and development of services as POC for delivery of CDX data to outside applications
• Designing and implementing changes to the SSP application to send and receive data of SSP into CDX for delivery of SDX data
• Work with the SSP team on pre-conversion activities to get SSP ready to use CDX in place of SDX
• Design and develop solutions for issues as they are reported in production applications
Mandatory Qualifications:
Software Architect: Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.
Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 84 months experience designing application architecture, developing & deploying n-tier asp.Net Web apps using C# and .net web services working in the title of application architect
- 48 months experience acting in advisory role to IT management as an expert in Web application architecture, software evaluation, POC, and mentoring developers in areas such as system architecture, design patterns, common system utilities, and secure Web application coding working in the title of application architect.
- 60 months of development experience using Oracle and PL/SQL Packages, with experience in PL/SQL programming.
- 48 months experience designing and coding REST services.
- 30 months expierence leading a development team utilizing principles of the agile methodology working in the title of application architect
- 60 months experience analyzing and writing formal documentation of business processes and workflows including documenting application architecture and best practices for developers to follow and working with nontechnical staff to develop system specifications.
- 60 months development experience using the following concepts and technologies: Object Oriented Analysis, Design and Development working in the title of application architect
- 48 months experience coding to meet web application security protocols working in the title of application architect.
- 24 months experience architecting, developing and implimenting projects related to social services (for example, Food Stamps, Medicaid, HEAP, TANF, ect…).
- 60 months experience mentoring developers in GUI design working in the title of application architect.
