Project/Program: Middle Eastern and North African Demographics Tracking Program (MENA Program)

Job Description: 

A program overseeing ITS managed software for MENA compliance

Day to Day:

Daily Tasks include but are not limited to the following:

• Develops and manages all aspects of the Project Management Plan (Cost, Scope, Schedule, Quality, Communication, Change, Risk, Issue, Resource, etc.) applying best practice PM methodologies, PMI principles and NYS Guidebook
• Guides a large cross-discipline, crossagency/organizational and vendor teams in delivering successful projects within Schedule, Quality, and Budget.
• Organizes and leads project meetings with various cross-functional teams and develops/distributes meeting outcomes and ensures all action items are tracked through successful completion.
• Facilitates executive sponsor / senior leadership status meetings for organization projects, providing progress updates and presenting executive status reports and dashboards to client agencies’ senior executive management.
• Leads/facilitates Business Analysis Sessions in collaboration with the BA team to ensure accurate
business/user requirements data/information are collected for the development of business requirements documentations (BRD)
• Manages and maintains project information in ServiceNow IT Service Management (ITSM) system, ITS system of record for all services.

Project Manager: Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact.

Expert: 84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

- 84 Months of Experience as project/program manager, managing large, complex IT projects, with multiple cross-functional teams of at least 30 team members or stakeholders, involving multiple
business teams and IT team members from different IT organizations and agencies/ businesses.
- 84 months experience developing and executing project roadmaps and plans including management of charter, scope, schedule, cost, quality, communication, change, risk, issue, resource, and vendor management plans, and managing complete project management lifecycle from initiation through closeout.
- 84 Months of Experience in (1) developing and managing formal project schedules in Microsoft Project, including tracking progress and variances against baselines utilizing Agile, Waterfall, and
Hybrid methodologies, (2) conducting Scrum Sessions demonstrating mastery of the skill, and (3) facilitating executive - level project status meetings and presentations for both ITS and client agencies’ leaderships and creating project dashboards.
- 84 months experience developing and managing detailed scope documentation, work breakdown structure, requirements elicitation, managing systems analysis and design, and documenting business analysis artifacts such as Business Requirements Documentation, Functional Specifications, and Requirements Traceability Matrix.
- 84 Months of Experience in managing projects using a Project Management Body of Knowledge (PMBOK) based project management methodology containing well defined and documented processes, templates, and guidelines for all project phases, the adherence to which is required and managed by a formal Project Management Office.
- 72 months experience with project quality planning, quality assurance, end to end system testing, quality control, UAT defect and metrics management, and quality governance
- 60 Months of Experience in facilitated elicitation and documentation of complex business requirements.
- College degree (3.75 for Bachelor, 5 for Masters) 
- 24 months experience Post-Project Management Professional (PMP) certification. A copy of the valid certification must be submitted with the Candidate Response Form.
- 24 Months experience Post-Certified Scrum Master. A copy of the valid certification must be submitted with the Candidate Response Form.
