Project/Program: OCFS NY Electronic Payment System (NYePay)

Job Description:

NYePay is a multi-component system that replaces the process & cost of printing physical checks and mailing them to recipients. NYePay provides the ability to submit electronic payments for local districts to adoption subsidy recipients and child care providers. As part of Chapter 650 of the laws of 2021 amending Social Services Law 390-c, Office of Children and Family Services (OCFS) is mandated to offer a direct deposit payment option for Child Care providers. This implementation provided an alternative method for Child Care providers to receive payments. This position plays a vital role in maintaining and supporting the electronic payments, working closely with the Bureau of Local District Services and Financial Systems to troubleshoot file and interface issues, and validate data accuracy. It also involves production support, managing exception handling, and collaborating with business teams to implement system enhancements that align with evolving program requirements.

Day to Day:

1. Gather requirements and develop enhancements to the NYePAY application to support multiple payments modules.
2. Troubleshoot and resolve issues within the existing application.
3. Maintain and support the interfaces with Benefit Issuance and Control Subsystem (BICS) and Facility Application and Management System (FAMS)/ Child Care Facility System (CCFS)
4. Monitor file processes, including BICS Payment files and ACH NACHA files, to ensure timely payments for Child Care.
5. Perform writing the complex stored procedures/triggers in an Oracle database
6. Individual under this position will work under the direction of a Project Manager.

Mandatory Qualifications:

Systems Developer: Develops and implements applications and programs for the backend processing systems used in businesses and organizations.

Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

- 84 months experience developing n-tiered applications utilizing .Net 4.7 or above using MVC pattern. 
- 84 months experience writing and developing Web Services or Windows Communication Foundation (WCF).
- 84 months experience with XML Type PL/SQL writing packages, stored procedures and triggers in Oracle databases.
- 84 months experience design & deployment of complex SQL objects and relational databases design.
- 72 months experience in design and developing application reports using reporting tools such as SSRS.
- 60 months experience doing CI/CD using tools like Azure DevOps performing tasks such as automated builds, writing build & release pipelines and creating work items.
- Bachelor’s Degree
