Project/Program: Office of Health Insurance Programs (OHIP)

Job Description: 

Help support and augment DOH portfolio team to manage OHIP applications.

Day to Day:

Support current data integration between providers with OHIP data systems including Medicaid Data Warehouse, eMedNY and NYSoH via Health Commerce System.

Provide support for provider to use Medicaid data management and analytics tools on Health Commerce System.

Collaborate with OHIP staff and vendor to identify and document HCS needs and prioritize subsequent implementation.

Provide production support for Java apps in a Linux environment running on Oracle WebLogic servers.

Develop/Support shell scripts which may be used for variety of purposes like file transfers, system monitoring.

Design and implement content management systems

Design techniques for modernization of platform architecture supporting department applications

The daily work will include:
-Performing application development tasks including researching and documenting technical designs, programming solutions, writing and executing unit test plans, researching, resolving, and testing defects, customer technical support, and close collaboration with project team.

Review business requirements documentation with technical manager to ensure clarity in implementation of technical design.
-Implement systems and program design to meet highly complex business needs and technical design document.
-Creates appropriate documentation in work assignments such as program code and technical documentation.
-Assists technical manager in development of time estimates and assigned tasksGuides the software development team in coding, testing, debugging, implementing, and documenting highly complex programs, and developing complex test plans to verify logic programs.
-Troubleshoots complex end user technical issues, identifying problems and leading solutions
-Implements release management process including technical steps to promote, test and release through the development environment, coordinating with infrastructure staff.
-Uses iterative and agile software development life cycle methodologies.

Mandatory Qualifcations:

Software Architect: Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.

Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

- 84 months experience in database/schema architecture, SQL coding, testing, maintenance and debugging skills.
- 84 months experience architecting secure databases using security APIs, transport and message layer security, encryption, and decryption algorithms for data security, PL/SQL, Normalization, Database Optimization.
- 48 months experience of application deployment and monitoring systems and database monitoring tools.
- 48 months database application experience, triggers, indexes, stored procedures.
- 48 months experience in a cloud environment, including knowledge on cloud/hybrid infrastructure including AWS or GCP.
- 48 months experience creating cloud native database design that can include aspects such as containerization, API-first, serverless and microservices architecture.
