Job Description:
The New York State Department of Environmental Conservation (DEC) seeks an experienced Business Analyst (BA) to support its legacy application remediation initiative and broader process improvement efforts. The Business Analyst will work closely with the Systems Analyst, Project Manager, and stakeholders across programs to document current business processes, map applications to business functions, and identify opportunities for modernization and streamlining.
BA will elicit functional and non-functional requirements using techniques such as journey mapping, business process reengineering, interviews, and working sessions. BA will also assist with the agency's IT operational needs, by facilitating training workshops, creating user guides, and spearheading focus groups to reimagine workflows.
Day to Day:
• Conduct business process analysis and documentation using journey mapping, process modeling, and reengineering techniques.
• Map legacy applications to DEC program functions and identify functional overlaps or inefficiencies.
• Elicit, clarify, and document functional and non-functional requirements through interviews and workshops.
• Collaborate with Systems Analysts to perform fit-gap assessments and support remediation planning.
• Work with BAs from other programs to document cross-agency workflows and identify shared services or system efficiencies.
• Translate business needs into structured requirements and support the design of to-be states.
• Prepare process diagrams, requirement documents, and executive summaries to inform decision-making.
• Support executive-directed initiatives with rapid analysis, documentation, and follow-up.
• Leverage tools such as Visio, Excel, SQL, or low-code platforms to support documentation and validation activities.
• Track issues, decisions, and deliverables across assigned workstreams.
Mandatory Qualifications:
Business Analyst: Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 84 months of experience conducting business analysis for multi-divisional systems or organizational initiatives.
- 84 months of experience documenting as-is/to-be business processes and workflows.
- 84 months of experience gathering and writing both functional and nonfunctional requirements.
- 84 months of experience collaborating with technical and business teams on system modernization or legacy replacement efforts.
- 48 months of experience using structured elicitation techniques (e.g., journey mapping, business process reengineering).
- 48 months of experience participating in cross-agency or multi-stakeholder projects.
- 36 months of experience using tools such as Visio, SQL, or low-code platforms (e.g., Power Platform, OutSystems).
- 36 months of experience supporting business process improvement or workflow optimization initiatives.
- Business analysis certification (e.g., CBAP, PMI-PBA)
