5) Diaries and workload distribution System
6) Batch Transaction Reporting Modules for Brokers and Payroll agencies


1) PRS (Integrated Policy Renewal System) / EPS (Earned Premium System)
An in-house transaction processing system designed for Workers Compensation Insurance premium calculations, adhering to NYCIRB guidelines for both advance and earned premium types.
• Main Modules: Declarations, Renewals, Rebills, Audits, Audit Rescind, and Audit Adjustments.
• Tasks: Systems enhancements and production fixes.
2) Billing and Collection System
A web-based, in-house application for billing and collections with functionalities including cash processing, refunds, journal entries, non-payment cancellations, and policy reinstatements.
• Tasks: Systems enhancements and production fixes.
3) PayGo (Pay-as-You-Go) System
A web-based online system for tracking premium payments made directly by payroll vendors for enrolled policies.
• Features: Tracks payment variances against initial policy renewal estimates and generates reports for business users on various PayGo-related metrics.
• Tasks: Systems enhancements and production fixes.
4) Diaries and Workload Distribution System
An in-house integrated diary and workload distribution system for tracking manual underwriter reviews across various underwriting modules.
• Features: Automates workload distribution based on business parameters and redistributes tasks in case of delays or heavy workloads. Integrated with underwriting modules to close diaries automatically based on completed activities.
• Tasks: Systems enhancements and production fixes.

Day-to-Day Tasks:
- The position is requested for New York Workers Compensation Insurance and Disability Insurance Systems. The Systems Architect will perform solution design, development, and implementation tasks as it relates to Workers Compensation including performing architectural review of proposed solutions, and recommending alternative solutions as needed to ensure the solution is on sound foundation.

Responsibilities:
- The Systems Architect at the expert level will have responsibility to support the technical operational aspects of the New York Workers Compensation Insurance Systems and Disability Insurance Benefit Systems. This includes all software, and technical infrastructure in support of the design, development, and implementation of various Workers Compensation Insurance and Disability Insurance applications covering multi-state policies.

Specific duties include:
• Create, Review, and Evaluate technical specifications.
• Ensure NYSIF ITS compliance with business objectives and requirements.
• Assist NYSIF staff with project / system integrations with other applications.
• Work with NYSIF ITS to support existing infrastructure and forecast efforts.
• Support Enterprise Architecture, Data Governance, and fulfill research/review priority requests from management.
• Develop, implement, and maintain new and existing Software Data Designs and applications using Oracle Database, SQL and ETL applications.
• Assure and support Application Quality Control initiatives

Mandatory Qualification:
Systems Architect-
- Defines the architecture of a computerized system (i.e., a system composed of software and hardware) in order to fulfill certain requirement, including a breakdown of the system into components, the component interactions and interfaces (including with the environment, especially the user), and the technologies and resources to be used in the design.

Expert-
- 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:
- 84 Months of experience in developing and presenting recommendations on new algorithms in pricing Workers Compensation Insurance, providing solutions for enterprise applications, reducing field Audit workloads, and improving cashflow by minimizing collection times.
- 84 months experience in design, development, support and implementation of Workers Compensation and Disability Insurance software to generate and process Policy Renewals, CIRB Estimated Experience Ratings, Construction Modifier Credits, and Policy Audits.
The candidate must demonstrate expertise in implementing State Workers' Compensation insurance application software.
- 84 months experience in development and implementation of software related to policy premium calculation following the Workers Compensation Rating Board (NYCIRB) guidelines and regulations for Workers Compensation Insurance.
- 84 months experience in development, support and implementation of software related to policy billing and collection for Workers Compensation and Disability Insurance.
- 84 months experience with Oracle PL/SQL Programming, utilizing Packages, Types, Objects, Triggers and Advanced Queuing.
- 84 months experience as a .Net application developer - TFS, visual studio with visual studio 2015 or newer.
- 84 months experience with web browser application development using JavaScript, CSS, XML, XSLT, HTML and AJAX.
