Project / Program
NYS Medicaid Data Warehouse
The Medicaid Data Warehouse (MDW) is the primary repository for Medicaid in New York State and is the main provider of Business Intelligence about Medicaid Data. The Bureau is comprised of two functional areas, the Medicaid Data Warehouse (MDW) and the Medicaid Analytics Performance Portal (MAPP). The MDW includes the Medicaid Information Services Center, a Data Warehouse, business Intelligence capabilities, reporting capabilities, and user support and litigation requests. MAPP includes Health Homes and Value Based Payment (VBP) projects

Day to Day Tasks
The IT Manager will work closely with Medicaid Data Warehouse (MDW) program staff to provide oversight, Project Management (PM), and various Business Analyst (BA)/Data Analyst (DA) supporting duties to projects within the MDW. Specific duties include but are not limited to:

• Oversee and participate in PM activities
• Manage projects using a Project Management Body of Knowledge (PMBOK) based project management methodology containing well defined and documented processes, templates, and guidelines for all project phases, the adherence to which is required and managed by a formal Project Management Office.
• Prepare and manage Project Management Plan including but not limited to: scope statement, schedule, budget, quality plan, risks, issues and communication plan, etc)
• Prepare documents such as presentations, and meeting materials
• Track Project performance to ensure goals are being met
• Identify and facilitate communications with stakeholder groups
• Utilize formal project change process and communicate changes with all stakeholders
• Conduct periodic stakeholder analysis sessions to synchronize expectations, and facilitate lessons learned
• Develop transition plan(s) and execute those plans to ensure orderly transition to Operations
• Work with the Enterprise Portfolio Management Office (EPMO) to ensure project management activities at the MDW are in alignment with EPMO standards
• Oversee and participate in BA and DA activities
Analyze, develop and revise flow charts, process models and technical specifications describing as-is or to-be Information Technology (IT) systems or business processes
• Prioritize IT system requirements and gains stakeholder agreement for IT projects or business process change documents detailing the project
• Assist with developing presentations to justify and explain IT system or business process requirements
• Evaluate the outcomes of systems testing, and confirm that the results are consistent with the system or business process specifications
• Review proposals from staff and recommend to management the criticality of revising system or business process requirements during and after IT system implementation, if applicable
• Determine the impact of software and hardware releases on the IT system
• Assist with the development of training related to business systems implementation for users
• Write Queries
• Assist in querying Data sources to determine the validity of project outputs
• Document data architecture

Mandatory Qualifications
IT Manager - Ensures the secure and effective operation of all computer systems, related applications and hardware and software that is used. Plans strategies and transitions projects into operations.

Expert - 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications
- 84 months of providing guidance and oversight to teams in the IT Healthcare Industry Bachelor’s degree Information Technology or Computer Science or similar field of study
- 60 months of experience leading software implementation projects or inhouse application development projects using industry standard project methodologies (SDLC).
- 60 Months of experience working on IT projects in the Healthcare industry, Medicaid or Medicare Systems.
- 60 months experience working with State, Federal or Local government agencies.
- 60 months of experience analyzing and developing reporting needs/reports from three perspectives: senior management, power user, and ad hoc, using industry standard (e.g. Cognos, OBIEE) reporting software.
- 60 months of Data analysis/Data and mining of complex systems and
relational databases.
- 60 months experience with working in a formal Project Management office, working with Project Managers and teams, and using standardized methodologies (such as waterfall and agile) and templates, participating in the evaluation of project readiness for deployment.
