OCFS Data Warehouse
This resource will provide localized Cognos report administrative functions and provide guidance on developing data models, data mappings, data migrations and facilitate/accommodate data warehouse and Oracle needs from a design perspective for Cognos Report Development and Oracle Database tables/ETL. To support Federal government reporting, the resource will generate the needed data files in the prescribed XML format.
This resource will also work on reporting, analysis and measurements for Juvenile Justice in New York State, as well as any ad hoc reporting as needed.
Day to Day Tasks
Tasks that this position will be handling during the period the position is being requested:
• Work collaboratively with OREPA and participate in business requirement gathering for BI projects.
• Work with Business Analyst on analysis and logical design.
• Perform complex SQL coding to facilitate reporting and testing functions.
• Modeling using IBM Cognos BI Framework Manager and Transformer to support mission critical reporting initiatives including all layers of the model and package development.
• Securing the Framework Manager and Transformer models for data level, object level and package access security.
• Create advanced reports using IBM Cognos Analytics 11.2, which include but are not limited to several pages with conditional formatting and joining multiple queries to produce a single dataset for the requested report.
• Complete testing of all reports, dashboards and analytics in all environments prior to business owner review/approval.
• Mentor State staff and other contract resources as required.
• Lead data exchange efforts for Federal and State Reporting to content and file specifications (.xml)
• Transfer knowledge to other Cognos users creating their own reports in person and using electronic technologies.
• Provide troubleshooting and end user support and problem resolution.
• Research and develop solutions utilizing new product functionality to integrate into Human Services Cluster business deliverables.
Mandatory Qualifications
Software Architect - Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large-scale software system.
Expert - 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications
- 84 Months of Experience in working collaboratively on business requirement gathering, analysis and logical design
- 84 Months of Experience in creating and modifying Framework Manager & Transformer models with troubleshooting expertise
- 84 Months of Experience in JavaScript coding to enhance Cognos functionality
- 84 Months of Experience using relational databases including designing tables, applying constraints, functions, stored procedures, views, and complex SQL objects
- 84 Months of Experience working with data exchange standards for sharing Human Services related data for State and Federal Government
- 84 Months Experience in social services-related reporting including troubleshooting for user support
- Bachelor’s Degree
