Statewide Standards of Payment (SSOP)

SSOP is an application that provides accurate, centralized and reliable data to enable the OCFS Bureau of Budget Management (BBM) and voluntary agencies to perform their extensive functional roles more effectively and efficiently.
The Statewide Standards of Payment project is utilized by OCFS Rate Setting Unit to fulfill OCFS statutory responsibilities authorized by section 398-a of the Social Services Law to establish Maximum State Aid Rates (MSARs) for foster children cared for in all foster care settings, including congregate care settings. SSOP determines the financing of congregate and foster boarding home programs paid for by local districts and voluntary agencies, which in turn determines reimbursement of State and Federal funds to local districts and voluntary agencies.
This position also supports Domestic Violence Rates for OCFS State Aid Rate Unit (SARU). The application is used by agencies overseeing Domestic Violence centers, to record and submit their annual mandated Standards of Payment (SOP) financial data and for the SARU to review, audit, and eventually calculate and publish DV State Aid Rates (DVSAR) for their various programs. This application provides the SARU and Voluntary Agencies (VA’s) with operational efficiencies by automating the current error-prone and labor-intensive paper-based methodology, replacing it with a system that includes a secure centralized database, and email notifications

Day to Day Tasks

1. Develop the project schedule, maintain the schedule to track progress, manage issues, and changes through a change management process, manage user acceptance of deliverables, facilitate meetings, prepare status reports, and ensure adherence to project management standards and methodologies.
2. Work in coordination with a team of developers to write the new enhancements for the applications.
3. Work with team and collaborate with other ITS technical groups to support application releases.
4. Provide production support to user as needed.
5. Meet with Clients to review new requests and gather requirements.
6. The individual in this position will work as the Project Manager under the direction of the Portfolio Manager.
7. Perform writing of complex stored procedures/triggers in an Oracle database utilizing PL/SQL

Expert - 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications

- 84 Months of experience engaging in project management communication including guiding team meeting, customer interface activities, resolve project issues with Operation and development teams, prepare reports using Microsoft Office Suite particular MS project and Excel for status to IT leadership and agency executive management.
- 84 Months of experience in engaging in project communication including guiding regularly scheduled project team meetings, preparing meeting summaries, facilitating meetings to resolve project issues, preparing status reports, presenting project status briefings to personnel, presenting project status briefings to project steering committees and/or agency executive management.
- 84 Months of experience in developing and managing l multi-tiered applications using Object Oriented patterns, ASP.Net, C# / VB, WCF, MVC, Bootstrap, HTML, XML, and third-party controls.
- 84 months experience using Java script libraries jQuery, AngularJS or later.
- 84 months experience developing database applications using Oracle 11g or later, PL/SQL Queries, and stored procedures.
- 84 Months of experience in assisting stakeholders in data analysis, gathering business rules and applying security for the design and implementation of business intelligence using Microsoft SSRS reporting.
- Bachelor’s Degree in Computer Science related field
