Project:
Office of Sexual Health and Epidemiology, AIDS Institute
The New York State Department of Health AIDS Institute Office of Sexual Health and Epidemiology's cooperative agreement with the Center for Disease Control and Prevention includes requirements for a routine match of Sexually Transmitted Infection (STI) and HIV registries and reporting of biannual performance measures of STI / HIV registry match results and related disease intervention outcomes. The IT Specialist - Expert Level contractor's responsibilities are essential to meeting these cooperative agreement requirements.
Day-to-Day tasks:
• Evaluating procedures to link STI and HIV registries.
• Analyzing routine STI/HIV match results and preparing epidemiology reports on co-morbid infections.
• Establishing templates for reporting performance metrics on integrated STI/HIV partner services outcomes.
• Performing quality assurance activities for surveillance and partner services data.
• Providing documentation and technical assistance.
• Assist with SAS Data Flux server data processing and enhancement of batch operations.
• Support the achievement of programmatic and surveillance objectives.
Mandatory Qualifications:
- IT Specialist: Works in the field of Information Technology, experienced in the usage and support of a collection of development platforms, technical architectures or business applications and products that run on those platforms - beyond that of a Programmer.
- Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 84 months of experience in the development of study design for research and evaluation, with the ability to perform complex statistical analysis using SAS, R, Tableau and other statistical and graphical software packages.
- 84 months of experience in Microsoft Office Access database development, management and analysis or database management and analysis using other database management tools.
- 60 months of experience in the development of SAS programming code including use of SAS/GRAPH, SAS/ODS, SAS/MACROS, SAS/SQL, PROC SQL, and PROC REPORT for data requests, reports and analysis in a health department setting.
- 60 months of experience providing on-site and remote user support of sexually transmitted infection and HIV registries.
- Bachelor’s or Master’s Degree in Statistics or Epidemiology, or any related field of science, AND Advanced SAS certification.
