The Quality Control Coordinator observes, inspects, documents project quality data and information in accordance with Client’s documentation requirements. The Quality Control Coordinator exercise independent judgment and discretion in making recommendations to Client’s Area Inspectors regarding the quality standards and regulatory compliance aspects for documentation and job books associated with pipeline projects.
This position does not require or involve manual labor. The Quality Control Coordinator’s primary duty is to observe and report to client and to carry out project administration and the general business operations of the client in accordance with specific client project requirements with respect to problem solving, interpreting appropriate standards and monitoring the construction activities for regulatory and code compliance, design standards and determining ways in which to do this using their training, expertise, judgment and experience. It is important to note that each client is different and has different requirements depending upon the location (city/state of the project, geographic and weather limitations, and the type of project).
THE CLIENT’S JOB DESCRIPTION, WHERE APPLICABLE, MUST ALSO BE ADHERED TO AND WILL BE PROVIDED TO THE QUALITY CONTROL COORDINATOR FOR EACH PROJECT. CLIENT JOB DESCRIPTIONS ARE SUBJECT TO CHANGE AND VARY FROM CLIENT TO CLIENT AND PROJECT TO PROJECT. NO TWO PROJECTS ARE THE SAME; ALL DUTIES FOR ALL POSITIONS ARE DIFFERENT BASED ON A MYRIAD OF FACTORS.

Employee is required to comply with the Client’s operational requirements which vary from project to project. Employee should be prepared and able to perform the following job duties, although the specific duties required for each project will depend on the Employee’s supervisor and the particular needs of each client and project depending upon the location, geographic and weather conditions and client requirements:
Performs duties as designated by the Clients Project Manager, or designee in accordance with the job requirements outlined in the assigned activity. Provides expert advice regarding Quality Controls to Management. Conducts internal process audits. Investigates and resolves differences within project documentation. Develop and maintain tracking system and verify that job folders for each project are accounted for.
Conduct quality audits on all project functional groups against established workflow processes, plans and procedures in accordance with project audit plan and schedule; interface with PHMSA during audits and inquiries in the absence of the Clients Quality Manager. Audit a sampling of Inspector Daily Reports and DOT Technical Sheets in field office to assure completeness, accuracy and verification prior to the documents being sent to Document Compliance Department.
Prepare audit reports including observations; issue non-conformances as identified and follow up on non-conformances noted during an audit and verify that corrective action plans are prepared by appropriate functional groups as necessary and follow up on corrective action plans to assure implementation by functional groups to address non-conformances as required.
Assist Construction Management train field inspection personnel in the DOT Documentation Process. Collects, sorts, and analyzes job folders on an ongoing basis and at the conclusion of projects to identify and correct deficiencies in reporting data and obtain any missing documentation. Obtains necessary Client or designated representative’s signature for each folder.
Develop and maintain electronic library of each job folder. Acts as a resource to answer any questions related to documentation in accordance with Client’s standards and specifications.
