The Environmental Inspector reviews and monitors all aspects of pipeline and facility environmental construction work in accordance with contract requirements and construction activities including monitoring compliance with environmental regulations and agencies. Enforces requirements of regulatory permits and industry standard best practices. Exercises independent judgment and discretion in making recommendations to the Client’s Project Manager regarding the quality standards, safety practices and regulatory compliance aspects of pipeline construction projects.
THE CLIENT’S JOB DESCRIPTION, WHERE APPLICABLE, MUST ALSO BE ADHERED TO AND WILL BE PROVIDED TO THE INSPECTOR FOR EACH PROJECT. CLIENT JOB DESCRIPTIONS ARE SUBJECT TO CHANGE AND VARY FROM CLIENT TO CLIENT AND PROJECT TO PROJECT. NO TWO PROJECTS ARE THE SAME; ALL DUTIES FOR ALL POSITIONS ARE DIFFERENT BASED ON A MYRIAD OF FACTORS.
Employee is required to comply with the Client’s operational requirements which vary from project to project. Employee should be prepared and able to perform the following job duties, although the specific duties required for each project will depend on the Employee’s supervisor and the particular needs of each client and project depending upon the location, geographic and weather conditions and client requirements:
Performs duties as designated by the Client’s Project Manager, or designee in accordance with the job requirements outlined in the assigned activity. Identify and define appropriate actions required by the Environmental Impact Statement, regulatory permits, construction right-of-way provisions, the spill prevention plan, the storm water pollution and prevention plan, environmental policies and procedures, the safety manual, and engineering standards and contract specifications.
Verify that all field staff and contractor personnel are environmentally trained in accordance with policies and procedures required for the project and have been issued certificates of satisfactory completion. Photograph and document environmentally sensitive areas by location prior to the start, and completion, of construction or ground disturbance and complete the appropriate documentation.
Monitor contractor compliance with procedures concerning the unanticipated discovery of cultural resources, contaminated soil or other contamination, and complete appropriate documentation for such discoveries. Monitor compliance with the requirements for the restoration of completed facilities and complete the appropriate documentation.
Oversee Contractor’s workmanship in regard to environmental issues and monitor conformance to Company specifications. Identify areas that require stabilization. Inspect erosion and sedimentation control devices for proper installation. Monitor temporary restoration and re-vegetation of upland areas, water bodies and wetlands. Monitor waste collection and disposal.
Maintain the environmental plans and document during construction. Monitor hydrostatic test fill and de-watering activities and conduct sampling of test water as required. Verify that the Contractor has an action plan that will be implemented should a spill occur, including emergency notification procedures. Review the Spill Prevention and Control Plan to ensure all items are adequately covered by the Contractor prior to commencing construction.
Monitors and documents quantities of environmental materials received or used during specified periods. Interprets plans and identifies deviations or exceptions to the specifications, drawings, permits, or governing regulations. Prepares sketches of construction installations that deviate from drawings.
Verify that environmental work follows all required steps, processes and guidelines in accordance with the project’s specifications, scope and governing body guidelines. Maintains daily log of construction and inspection activities and prepares daily progress reports.
