JOB DESCRIPTION

POSITION:

GENERAL/UTILITY INSPECTOR

STATUS:

EXEMPT

REPORTS TO:

CLIENT’S PROJECT MANAGER OR DESIGNEE

 

PURPOSE:

The General/Utility Inspector reviews and monitors various pipeline construction related activities, including, but not limited to right-of-way clearing, ditch digging, stringing pipe along the right-of-way, pipe bending, pipe coating, pipe lowering/back filling and clean-up work, and other inspection areas. The General/Utility Inspector exercises independent judgment and discretion in making recommendations to the Client’s Project Manager regarding the quality standards, safety practices and regulatory compliance aspects of pipeline construction projects.

This position does not require or involve manual labor. The General/Utility Inspector’s primary duty is to observe and report to client and to carry out project administration and the general business operations of the client in accordance with specific client project requirements with respect to problem solving, interpreting appropriate standards and monitoring the construction activities for regulatory and code compliance, design standards and determining ways in which to do this using their training, expertise, judgment and experience. It is important to note that each client is different and has different requirements depending upon the location (city/state of the project, geographic and weather limitations, and the type of project).

THE CLIENT’S JOB DESCRIPTION, WHERE APPLICABLE, MUST ALSO BE ADHERED TO AND WILL BE PROVIDED TO THE GENERAL/UTILITY INSPECTOR FOR EACH PROJECT. CLIENT JOB DESCRIPTIONS ARE SUBJECT TO CHANGE AND VARY FROM CLIENT TO CLIENT AND PROJECT TO PROJECT. NO TWO PROJECTS ARE THE SAME; ALL DUTIES FOR ALL POSITIONS ARE DIFFERENT BASED ON A MYRIAD OF FACTORS.

EDUCATION:

  • Minimum High School Diploma or equivalent.

QUALIFICATIONS:

  • 5+ years of experience in pipeline and related facilities construction activities (Preferred)
  • Minimum 2+ years of experience in pipeline and related facilities construction activities
  • Minimum 1+ years inspecting various pipeline construction related activities, including, but not limited to right-of-way clearing, ditch digging, stringing pipe along the right-of- way, pipe bending, pipe coating, pipe lowering/back filling and clean-up work
  • Basic computer knowledge: i.e. Word, Excel, and email functions
  • API 1169 Certification (Preferred)

 

ESSENTIAL JOB FUNCTIONS:

Employee is required to comply with the Client’s operational requirements which vary from project to project. Employee should be prepared and able to perform the following job duties, although the specific duties required for each project will depend on the Employee’s supervisor and the particular needs of each client and project depending upon the location, geographic and weather conditions and client requirements:

Performs duties as designated by the Clients Project Manager, or designee in accordance with the job requirements outlined in the assigned activity. Inspects and oversees construction of pipelines, facilities, and other types of construction work adhere to procedures and materials comply with contract specifications, codes, and industry standards. Inspections may be general in nature or may be limited to a specific area or task. Documents construction inspection, contractor's efforts, and materials used on the project. Records and notifies Chief Inspector of deviations from construction specifications, drawings, permits, and governing regulations. Consults with Client’s assigned safety representative regarding compliance with specifications and safety standards.

Verifies depth and alignment of trenches; measures dimensions and verifies level, alignment, and elevation of equipment, structures and fixtures to ensure compliance to specifications, plans and codes. Observes work in progress to ensure that procedures are followed, and materials used conform to specifications. Prepares samples of unapproved materials for laboratory testing. Examines quality of finished installations for conformity to standard and approves installation.

Interprets plans and specifications and discusses deviations from specified construction procedures to ensure compliance with regulations governing construction. Records quantities of materials received or used during specified periods noting deviations or exceptions to the specifications, drawings, permits, or governing regulations. Prepares sketches of construction installations that deviate from drawings.

Maintains daily log of construction and inspection activities and prepares daily progress reports.

    • Communicate with supervisors and the client regarding whether the contract is being performed in a suitable manner and engage in constructive problem solving.

    • Adhere to the Client Manager/ Company Man’s requirements which will be different from project to project.
    • Maintaining and effectively utilizing good listening, clear and knowledgeable communication, and good interpersonal relationships skills.

    • Promptly and attentively responding to client concerns;

 

    • Making recommendations to client on situations that may require construction crews to work outside of the parameters of the client’s specifications;
    • Effectively utilizing good time and priority management (must be able to multi-task);
    • Maintaining and facilitating positive relations with and between the client, regulators, contractors’ crews, property owners, and other project participants.
  • Ability to Travel to Worksite as Follows:
    • Must have valid drivers’ license;
    • Must be physically able to travel by automobile to client site in other states or within Texas; and
    • Must be physically able to drive an automobile and have reliable transportation.
  • Must have the ability to be physically present to work onsite at client’s location on a daily basis and to work away from home for extended periods of time.
  • Must have the ability to work independently without supervision in order to perform job duties listed in this Job Description.
  • Must have the ability to manage time effectively in order to accomplish job tasks in an organized and efficient manner and within deadlines set by client.

Perform duties as designated by the client’s project manager in accordance with the job requirements outlined in the assigned activity. Maintain a professional appearance at all times, including attire and grooming, in order to maintain GIFS’s image and increase the effectiveness of your inspection and communication efforts.
