Position Overview

We are seeking an experienced Business Analyst to lead the analysis, redesign, and modernization of mission-critical enterprise applications supporting healthcare and human services programs. This role will partner with business leaders, operational teams, and technical stakeholders to transform complex regulatory and operational requirements into scalable technology solutions that drive measurable business improvements.

The ideal candidate has a strong background in healthcare, human services, developmental services, Medicaid, or CMS-regulated environments and can independently gather requirements, analyze workflows, and define future-state solutions with minimal supervision. This individual will serve as a key liaison between business and technology teams, ensuring that modernized applications align with organizational goals, compliance requirements, and operational needs.

Key Responsibilities

  • Lead business analysis efforts for application modernization and digital transformation initiatives.
  • Gather, document, and validate business, functional, and technical requirements from stakeholders across multiple departments.
  • Analyze current-state workflows and design future-state processes that improve efficiency, compliance, and user experience.
  • Translate complex business processes into detailed requirements, user stories, process maps, and functional specifications.
  • Facilitate workshops, stakeholder meetings, and requirements sessions while driving projects forward with minimal oversight.
  • Evaluate and document workflows related to:
    • Licensing and provider qualification requirements
    • CMS regulations and compliance mandates
    • Incident management and investigation processes
    • Funding, allocation, reimbursement, and financial operations
    • Provider management and certification processes
  • Partner with application development teams to support solution design, testing, implementation, and adoption.
  • Support Agile project delivery by participating in backlog refinement, sprint planning, user story development, and acceptance criteria definition.
  • Identify opportunities to streamline operations and improve business outcomes through technology modernization.

Required Qualifications

  • 3-5+ years of Business Analyst experience.
  • Experience supporting application transformation, process automation, or digital modernization initiatives.
  • Experience working within Healthcare, Human Services, Developmental Services, Medicaid, or other CMS-regulated environments.
  • Experience working in Agile environments.
  • Experience modernizing or replacing legacy enterprise applications.
  • Understanding of licensing, certification, compliance, investigations, and provider management workflows.
  • Familiarity with CMS regulations, Medicaid programs, and government-funded healthcare or human services programs.

Ideal Candidate Profile

The ideal candidate is a self-sufficient Business Analyst who thrives in complex, highly regulated environments and requires little day-to-day direction. They possess a strong understanding of healthcare or human services operations and can quickly translate business needs, compliance requirements, and operational challenges into practical technology solutions. This individual has experience modernizing legacy systems, navigating CMS-regulated workflows, and partnering with stakeholders to design future-state processes that improve efficiency, compliance, and service delivery.
