Software Engineer (Contractor)
Position Summary

The Software Engineer is a member of the Information Technology team focused on supporting enterprise applications across a complex, multi-entity organization. This individual will provide technical expertise and contribute to application technology initiatives that support critical business operations and strategic objectives.

Reporting to the Software Engineering Manager within the Customer Systems team, the successful candidate will be highly skilled in modern application design, development, integration, support, and data management with a strong focus on Microsoft technologies. Experience working within highly regulated industries or organizations that interact with federal agencies is a plus.

Key Responsibilities
Solution Development & Application Support
Collaborate with Customer Systems, IT teams, business stakeholders, and external vendors to design, develop, and enhance enterprise applications.
Support systems including customer registration platforms, data submission applications, content management systems (CMS), web portals, customer relationship management (CRM) platforms, and data management initiatives.
Perform full-stack and full lifecycle (DevOps) software development across presentation, business logic, persistence, integration, and infrastructure layers.
Design and develop application solutions that meet both functional and non-functional requirements, including usability, security, reliability, scalability, and performance.
Participate in unit testing, code reviews, documentation, deployment, and production support activities.
Develop and engineer data management solutions in partnership with IT teams, business users, and third-party vendors.
Support application integrations through APIs, orchestration services, and emerging integration technologies.
Troubleshoot and resolve production issues while coordinating with internal and external partners as needed.
Testing & Quality Assurance
Conduct unit testing to ensure code quality, functionality, and accuracy.
Participate in peer code reviews as both reviewer and presenter.
Create and maintain technical documentation, including code comments, solution designs, and architecture diagrams.
Support Quality Assurance (QA) and User Acceptance Testing (UAT) by identifying, documenting, and resolving software defects.
Perform smoke testing following deployments to validate application functionality and stability.
Additional Responsibilities

Qualifications
Required Qualifications
Proven experience supporting, maintaining, and enhancing .NET-based applications.
Strong expertise with:
C#
.NET Framework and .NET technologies
SQL databases and database design
REST and/or SOAP web services
Bachelor's degree in Computer Science, Computer Engineering, or a related technical discipline.
8+ years of relevant software engineering experience; 10+ years preferred.
At least 2 years of technical leadership experience.
Demonstrated success developing enterprise applications, integrating disparate systems and data sources, and participating in software quality initiatives.
Strong understanding of:
Software Development Lifecycle (SDLC)
Secure software development practices
Data management principles
Agile and Agile-like methodologies
CI/CD environments such as Azure DevOps or Jira
Ability to analyze complex business requirements and develop effective technical solutions.
Experience evaluating vendor software and technology solutions.
Strong collaboration skills with developers, project managers, business stakeholders, testers, vendors, and IT teams.
Experience working within matrixed organizations and Agile and/or Waterfall project environments.
Excellent technical documentation skills.
Strong communication, organizational, and time management abilities.
Proficiency with Microsoft Office applications, including Word, Outlook, Excel, PowerPoint, and Visio.
Preferred Qualifications
3+ years of experience with Microsoft Dynamics (2015, 2016, or Dynamics 365).
2+ years of experience with ASP.NET Core, Razor Pages, MVC, or Blazor.
Experience with Telerik and/or Kendo UI components.
Experience configuring Azure DevOps CI/CD pipelines for ASP.NET Core applications.
Experience developing applications that integrate with:
Microsoft Entra ID
Microsoft Purview
Active Directory
Active Directory Federation Services (ADFS)
Multi-Factor Authentication (MFA)
Experience building solutions using:
Microsoft Power Platform (Power Apps, Power Pages, Power Automate)
Microsoft Azure cloud services
SQL Server environments
Experience with Internet Information Services (IIS) and SMTP services.
Experience developing and integrating enterprise web portals, CMS platforms, and CRM solutions.
Experience with systems integration, master data management, and enterprise architecture strategies.
Familiarity with XML, JSON, CSV, and other data exchange formats.
Strong understanding of how technology supports organizational and business objectives.
Experience automating business processes through software development and workflow solutions.
Knowledge of regulated industries, critical infrastructure, or utility environments is a plus.
