Compliance Manager - Prevailing Wage
Job Overview: Our West Branch client, a leading organization in the renewable energy sector is seeking a Project Compliance Manager to oversee and ensure compliance with prevailing wage laws and apprenticeship requirements on infrastructure projects across North America. This role is critical to maintaining alignment with Inflation Reduction Act (IRA) mandates, state regulations, and client contract standards.
The ideal candidate is a compliance professional with a strong understanding of labor law and workforce development, particularly in construction or energy-related industries. This is a cross-functional role that interacts with project managers, contractors, legal teams, and external stakeholders.
This is a Contract role.
Monitor and enforce prevailing wage compliance across multiple projects in line with federal and state regulations.
Conduct audits of contractor payroll submissions and support accurate wage reporting practices.
Track apprenticeship participation and ensure minimum threshold hours are met per project.
Collaborate with contractors, apprenticeship providers, and internal stakeholders to address discrepancies.
Partner with project development and sales teams to align cost projections with labor compliance requirements.
Prepare and maintain documentation for internal and external reporting, inspections, and audits.
Serve as the primary liaison with third-party PWA agents, regulatory bodies, and legal counsel.
Support workforce classification efforts in alignment with Department of Labor guidelines.
Bachelor’s degree in Business, Human Resources, Project Management, or a related field.
5+ years of experience in labor compliance, prevailing wage enforcement, or apprenticeship program oversight.
Strong knowledge of federal labor laws, including the Davis-Bacon Act and IRA requirements.
Experience working with certified payroll and contractor compliance documentation.
Excellent communication, organizational, and stakeholder management skills.
Background in renewable energy, construction, or large-scale infrastructure projects is highly preferred.
PMP certification or union/contractor experience a plus.
Must be able to pass a background check and drug screening.
Ability to manage data, reporting systems, and documentation with accuracy and confidentiality.
