Job Title: Project Controls Analyst
W2 Pay Rate: $50-$60/hourly – medical benefits available
Duration: 1 year contract with opportunity for extension and conversion.
Onsite Work Location: Must work Onsite, Monday to Friday in Tampa, FL
POSITION SUMMARY
This role provides project control support to Project Management group for major projects by utilizing costing, planning, and scheduling skills. Strong communication skills are required to collaborate effectively between internal departments and external stakeholders. Depending on departmental or project requirements, the role may focus exclusively on cost control, schedule control, or both. Advancement is based on performance and departmental needs.
PRIMARY DUTIES AND RESPONSIBILITIES
All Project Controls Levels:
- Manage, revise, and maintain the status of detailed project cost estimates/forecasts for all project phases.
- Track and analyze project costs, including budgets, commitments, actuals, accruals, and forecasts.
- Assist in creating detailed project budgets and cash flow projections, and analyze project estimates for accuracy.
- Produce and analyze forecasts of total project costs, annual costs, and monthly cash flows.
- Collaborate with procurement and accounting groups to ensure alignment with cost codes, purchase orders, change orders, and regulatory compliance.
- Assist with project-related public outreach efforts and occasionally attend public meetings after hours.
Other Potential Job Duties:
- Assist in analyzing project control requirements during the bid review process to ensure cost control standards are included in contracts.
- Recommend and implement system, tool, and project control method improvements.
- Develop, manage, and update detailed project schedules for multiple projects, ensuring schedule integrity.
- Assist in forecasting engineering and construction resource requirements and identifying long-lead items.
- Create detailed budgets and cash flow projections from project documentation.
- Assist in developing project estimates and ensure the accuracy of the project scope.
- Perform bid review analysis to ensure cost control requirements are met.
- Forecast resource requirements for engineering and construction.
- Ensure resource loading and critical path scheduling methods are used, recommending improvements as needed.
- Assist in training junior analysts.
- Develop and update risk analysis for project schedules.
- May provide leadership and direction for administrative staff.
- Report on the Capital Budget for ED specifics, including the 5-year Capital Program, monthly forecasts, and variance explanations.
- Maintain the PowerPlant System for all funding projects, including in-service and completion dates.
- Ensure projects are accounting-complete within 90 days of service commencement.
- Engage other departments to improve monthly forecast accuracy.
- Develop methodologies to track and mitigate project deviations.
- Act as the single point of contact for financial and accounting inquiries.
- Lead meetings with managers and directors to discuss the Capital Program and active projects.
- May supervise administrative staff, including performance reviews and coaching.
SUPERVISION
- Direct Supervision: Project Controls Analyst Lead (Level 4) may supervise administrative staff.
RELATIONSHIPS
- Internal: Frequent contact with directors, managers, project teams, and support staff
- External: Engineering and construction firms, material suppliers, government agencies, auditors, and customers.
WORKING CONDITIONS
- Ability to manage multiple responsibilities simultaneously.
- Overtime and limited travel may be required.
