Job Description

RCS Staffing has an immediate need for a Utility Inspector in Des Moines, Iowa. This is a full-time, long term, contract Field Based assignment with our client. This position offers a competitive package including benefits, vacation, and holidays.

Overview of YOUR role as a Utility Inspector

This position is critical to the safety and quality control operations of the firm. You will oversee a variety of field activities performed by contracting companies to ensure compliance with OSHA laws and Federal Safety Standards for Transportation of Natural and Other Gas by Pipeline (49 C.F.R. Part 192). The Utility Inspector is responsible for compliance assurance, inspection oversight, and coordination between construction contractors and client operations to ensure work is completed safely, legally, and according to specifications.

As a Utility Inspector YOU will:

• Oversee and direct field activities for pipeline and gas distribution projects to ensure compliance with federal laws and company safety standards
• Review engineering drawings and verify construction conforms to plans and specifications
• Use independent judgment to evaluate compliance and issue stop work orders if needed
• Perform Quality Control checks to ensure all work meets federal and client requirements
• Monitor and enforce OSHA standards and participate in daily safety briefings
• Document daily construction activities and provide detailed reporting to client and company
• Ensure contractor crews are Operator Qualified for assigned tasks
• Coordinate with landowners and resolve customer issues alongside client management
• Approve excavation, backfill, boring, pipe installation, testing, purging, and activation work
• Ensure adherence to O&M procedures and federal regulatory compliance
• Direct contractors to correct deficiencies and noncompliance issues

YOU are the ideal Utility Inspector candidate if you have:

• A minimum of 10 years of work experience in the utility or pipeline industries
• Specialized knowledge of gas distribution, pipeline, or facility code requirements (49 C.F.R. Part 192, OSHA, regional codes)
• Strong communication and leadership skills
• Collaborative, solutions-based approach to problem-solving
• Unquestioned business and personal integrity

It’s a BONUS if you have:

• API 1169 Certification
• Experience coordinating construction with landowners and resolving field disputes
