Job Description

Role: Specialist P&C Commissioning Engineer
Location: Edmonds / Hybrid (Mondays, Thursdays, Fridays)
Estimated Start Date: May 26, 2025
Estimated End Date: May 22, 2026 (High chance of extension)
Rate: $110/hour (INC) | $91.55/hour (T4)


Key Responsibilities

  • Apply ten (10) or more years of experience in engineering to deliver safe, effective solutions on medium to highly complex assignments.

  • Develop designs, analyze and resolve technical issues, and interpret engineering specifications.

  • Monitor and support project delivery by managing costs, quality, safety, and timelines, including preparing progress reports and coordinating work schedules.

  • Solve complex design and field engineering challenges through independent studies and analysis.

  • Lead or contribute to the development of technical standards and best practices within the engineering discipline.

  • Communicate effectively with stakeholders, define scopes of service, review technical documentation, and assess work progress to ensure successful project completion.

  • Make high-level technical decisions and recommendations, including establishing design criteria and managing engineering resources.


Technical Focus

  • Provide commissioning and acceptance services for Protection & Control (P&C) systems within transmission and distribution substations (12kV to 500kV).

  • Conduct power system disturbance analyses, P&C system integration testing, and provide real-time operations support.

  • Support CPC field technologists, perform field reviews, and accept/seal commissioning documentation.

  • Author and review P&C commissioning standards.

  • Act as a subject matter expert (SME) on complex P&C project components.

  • Investigate abnormal system conditions and contribute to fault analysis and contingency planning.

  • Coordinate special testing procedures and provide operating plan support.

  • Participate in internal technical committees and recommend improvements to P&C maintenance standards.


Required Qualifications

  • Minimum ten (10) years of experience in engineering, with at least four (4) years specific to P&C commissioning.

  • Professional Engineer (P.Eng.) or Professional Geoscientist (P.Geo.) registered with Engineers & Geoscientists BC, or eligible for registration.

  • Strong field experience in P&C testing and commissioning best practices.

  • Proficiency in power system protection theory and application.

  • Experience in fault analysis and system disturbance investigations.

  • Familiarity with CAD systems and drawing standards.

  • Proficient with industry-standard design and analysis software.

  • Intermediate MS Office skills (Word, Excel, PowerPoint).

  • Strong technical writing, presentation, communication, and organizational skills.

  • Intermediate proficiency in English, both spoken and written.


Additional Information

  • Travel to construction sites is required.

  • Up to two candidates may be selected.

  • Digital sign and seal subscription (e.g., Notarius) may be required.

  • This role offers a high chance of extension beyond the initial end date.
