Job Description

Kumabe HR is teaming up with a local organization to find a motivated, entry-level Disbursing Associate. 

DUTIES

  • Responsible for maintaining the company’s vendor master file (includes interpreting Internal Revenue Service (IRS) W-9 and WH-1 forms submitted by users; and reviewing existing and new vendor records to ensure that valid tax identification numbers and federal tax classifications have been submitted), and ensuring that accurate information is maintained for the filing of IRS Form 1099-misc.
  • Interprets company policies and procedures and State and Federal laws, rules and regulations to analyze procurement and payment documents for compliance.
  • Responsible for the proper application of U.S. tax reporting for various types of income payments including compensation, rents, royalties, business expenses, and non-service payments including prizes, awards, scholarships, and fellowships, made to various types of payees using different payment methods.
  • Pre-audits and enters non-web encumbrance and payment documents into the company’s Financial Information System.
  • Post-audits web payment transactions.
  • Reviews and processes domestic and international wire transactions.
  • Acts as an accounts payable coordinator to follow up and research the status of past due vendor accounts.
  • Provides administrative support to the Procurement and Disbursing Office.

 

PRIMARY QUALIFICATIONS

EDUCATION:

  • Bachelor’s Degree from an accredited 4-year college or university in Business or related field that provides skills and training necessary to perform major functions and duties of the job.

 

EXPERIENCE:

  • 2-4 years of experience working in a business or fiscal office handling accounts payable, contracting, accounting, purchasing or other business functions and dealing with the public. May be substituted by experience that contributes to the ability to perform major functions and duties of the job.

 

KNOWLEDGE:

  • Knowledge of corporate or institutional policies and procedures.

 

ABILITIES & SKILLS:

  • Proficient in the use of the PC for word processing, spreadsheet and presentation software (PowerPoint or similar).
  • Good communication skills including public speaking and effective writing skills.
  • Possess good reasoning skills to make decisions and the ability and willingness to form and express decisions.

 

Post Offer/Employment Condition: 

  • Must be able to pass a post-offer criminal background check. Must be able to complete the company’s Title IX training within 12 months from date of hire.
  • Must be able to complete the Hawai'i State Ethics Code Training within 3 months from date of hire, and re-certify every 4 years.
  • Must be able to complete the company’s Information Security Awareness Training (ISAT) within 2 weeks from date of hire, and re-certify every 12 months.
  • Must be able to complete the EEO/Sexual Harassment Prevention and Workplace Violence Prevention trainings within 12 months from date of hire, and re-certify every 2 years.

 

PHYSICAL/MEDICAL DEMANDS:

  • Ability to lift and carry up to 10 pounds unassisted.

SECONDARY QUALIFICATIONS:   

  • 2-4 years of experience as a fiscal or administrative officer or equivalent, working in a State government agency business or fiscal office handling disbursing or accounting functions.
  • Knowledge of company and procedures (especially in the area of employee travel and Form 1099-misc and Form 1042-S reporting) and company’s financial accounting systems, or other online accounting, purchasing or business systems.
