The role will support the Bid Credit, Apprentice Initiative, and Career Services applications by facilitating requirements elicitation, documenting functional, non-functional, and compliance requirements, maintaining requirements traceability, supporting User Acceptance Testing (UAT), and ensuring business needs are accurately translated into solution requirements. The Senior Business Analyst will serve as a liaison between business stakeholders, developers, testers, solution architects, project management, trainers, and change management teams to ensure requirements remain clear, traceable, testable, and aligned with approved business processes, policy requirements, compliance expectations, and project objectives. The ideal candidate will have strong enterprise business analysis experience, excellent stakeholder facilitation and documentation skills, and demonstrated experience supporting requirements management, business process analysis, UAT, traceability, and cross-functional technology delivery. Primary Responsibilities & Key Deliverables

  • Lead structured requirements elicitation activities through stakeholder interviews, workshops, discovery sessions, process walkthroughs, and document reviews involving DCEO, DoIT, contractors, grantees, loan recipients, business users, and other designated stakeholders.
  • Analyze and document functional, non-functional, operational, and compliance requirements for the Bid Credit, Apprentice Initiative, and Career Services applications.
  • Translate business policies, program rules, regulatory requirements, compliance language, and stakeholder needs into clear, structured, testable, and implementation-ready business and system requirements.
  • Develop and maintain a comprehensive Business Requirements Document (BRD) documenting approved functional, non-functional, business, operational, and compliance requirements.
  • Ensure the BRD includes applicable business rules, assumptions, dependencies, constraints, process requirements, acceptance criteria, stakeholder approvals, and version history.
  • Facilitate requirements review and validation sessions to confirm completeness, accuracy, consistency, feasibility, and stakeholder understanding prior to approval.
  • Analyze current-state and future-state business processes and identify workflow gaps, process dependencies, operational impacts, business rules, and opportunities for process improvement.
  • Develop business process flows, workflow diagrams, use cases, user stories, acceptance criteria, and supporting requirements documentation as appropriate.
  • Develop and maintain a comprehensive Requirements Traceability Matrix (RTM) that maps each approved requirement to applicable solution design components, development artifacts, test cases, validation criteria, and project deliverables.
  • Maintain end-to-end requirements traceability throughout the project lifecycle and ensure requirement changes, approvals, dependencies, status, and validation results are accurately documented.
  • Support requirements governance, scope management, change control, audit readiness, and compliance reviews by maintaining clear and current requirements documentation.
  • Monitor requirement changes and ensure approved modifications are appropriately reflected within the BRD, RTM, test documentation, solution artifacts, and related project deliverables.
  • Serve as a liaison between business users, project management, solution architects, developers, testers, trainers, change management personnel, and other cross-functional project teams.
  • Facilitate clarification sessions to resolve requirement ambiguities, conflicting stakeholder needs, business-rule questions, process gaps, technical dependencies, and interpretation issues.
  • Translate business, policy, and compliance terminology into clear functional specifications that can be effectively understood and implemented by technical teams.
  • Collaborate with solution architects and development teams to validate that proposed solution designs appropriately address documented requirements and approved business workflows.
  • Support User Acceptance Testing by developing comprehensive, realistic, and role-based UAT Scripts and Test Scenarios based on approved business requirements and operational workflows.
  • Develop UAT scenarios for major business processes including bid credit issuance, waiver review and approval, job order submission and processing, graduate list validation, and other applicable program workflows.
  • Document UAT prerequisites, test steps, expected results, validation criteria, actual results, defects, and business acceptance requirements.
  • Coordinate and facilitate UAT sessions with business users and designated stakeholders to validate that implemented functionality meets approved business requirements.
  • Capture, document, prioritize, and track UAT feedback, defects, issues, requirement gaps, and clarification items through resolution.
  • Validate defect corrections and solution updates to confirm that identified issues have been appropriately addressed and that affected requirements continue to be satisfied.
  • Participate in defect triage, solution validation, requirements clarification, regression validation, and release-readiness activities as required.
  • Prepare structured Stakeholder Interview and Workshop Summaries documenting stakeholder priorities, business needs, pain points, process challenges, decisions, action items, open questions, and desired outcomes.
  • Use stakeholder session documentation to validate requirements, clarify business processes, support solution design, and maintain appropriate decision history.
  • Conduct business process and Change Impact Assessments to identify how proposed or implemented functionality affects users, roles, responsibilities, workflows, procedures, policies, and operational processes.
  • Develop annotated current-state and future-state workflows documenting business process changes and operational impacts.
  • Support change management and training readiness by providing validated requirements, workflows, business rules, process changes, and other business-analysis inputs to trainers and change management personnel.
  • Review and validate user guides, FAQs, onboarding materials, training documentation, job aids, and helpdesk scripts to ensure they accurately reflect approved workflows, business requirements, and implemented functionality.
  • Provide requirements and business-process clarification during training preparation, implementation readiness, and operational transition activities.
  • Ensure business analysis artifacts are maintained in an organized, version-controlled, traceable, and audit-ready manner throughout the project lifecycle.
  • Participate in project meetings, requirements reviews, design sessions, testing activities, implementation planning, governance discussions, and post-implementation validation as required.
