Job Description

Job Title: Senior .NET API Developer / Integration Architect

Position Overview

The Senior .NET API Developer / Integration Architect is a senior technical
specialist responsible for designing, developing, and managing secure enterprise
integration services connecting Enterprise Application Services (EAS) with
external vendor platforms across State systems.

This role focuses on modernizing legacy integration architectures into
cloud-native, scalable RESTful API services using .NET 8, ASP.NET Core, and
Azure API Management (APIM). The position combines deep hands on development
expertise with strong architecture, security, and governance capabilities to
ensure enterprise integrations are secure, compliant, reliable, and scalable.

The role requires close collaboration with enterprise architects, DevOps teams,
identity management teams, and external vendor partners to implement modern
integration patterns while ensuring compliance with State architectural
standards, secure coding practices, SOC compliance requirements, and enterprise
DevOps frameworks.

Key Responsibilities

API Architecture & Enterprise Integration Design

  • Design, develop, evaluate, and maintain secure, scalable, and highly

available RESTful APIs aligned with State enterprise architecture standards.

  • Develop enterprise API frameworks that support secure communication between

on-premise systems and cloud-based vendor platforms.

  • Implement API lifecycle management strategies including versioning,

governance policies, documentation, and monitoring.

  • Architect integration patterns that support high-volume transactions,

resiliency, and fault tolerance.

  • Develop and maintain OpenAPI/Swagger documentation to standardize API design

and ensure interoperability across agencies.

Integration Development & Middleware Engineering

  • Build enterprise integration services using C#, ASP.NET Core, and .NET 6/7/8

frameworks.

  • Develop middleware and integration services that synchronize data between

on-premise enterprise systems and cloud vendor applications.

  • Implement robust data transformation, mapping, and validation logic to

ensure accurate data exchange across heterogeneous systems.

  • Design and implement synchronous and asynchronous communication patterns

supporting modern integration architectures.

  • Ensure integration solutions are optimized for performance, reliability,

scalability, and maintainability.

Azure API Management & Cloud Platform Integration

  • Configure, deploy, and manage Azure API Management (APIM) gateways and

workspaces to support enterprise API governance.

  • Implement APIM policies including rate limiting, caching, throttling,

transformation, and security enforcement.

  • Manage API products, subscriptions, and access policies to control and

monitor API consumption.

  • Implement enterprise monitoring and analytics capabilities to track API

performance, usage, and operational metrics.

Security, Identity & Compliance

  • Implement modern authentication and authorization mechanisms using OAuth2,

OpenID Connect, and enterprise identity providers.

  • Integrate APIs with Active Directory and enterprise identity management

systems to enforce secure access control.

  • Ensure all development follows OWASP Top 10 secure coding practices and

State cybersecurity standards.

  • Design and enforce secure communication using token-based authentication,

encryption, and secure API gateways.

  • Ensure development activities maintain audit readiness and compliance with

SOC security standards.

DevOps, CI/CD & Application Lifecycle Management

  • Design and maintain automated CI/CD pipelines using Azure DevOps or GitHub

Actions.

  • Implement automated build, testing, and deployment workflows to support

continuous integration and continuous delivery.

  • Enforce enterprise standards for environment segregation across Development,

Test, and Production environments.

  • Manage code repositories using Git and enterprise branching strategies such

as GitFlow.

  • Integrate automated testing, code quality checks, and security scanning

within CI/CD pipelines.

Messaging, Event-Driven Architecture & Distributed Systems

  • Implement asynchronous messaging architectures using Azure Service Bus,

RabbitMQ, or comparable messaging platforms.

  • Design event-driven integration models that support loosely coupled,

scalable system interactions.

  • Develop resilient integration services capable of handling high-volume

message processing and distributed workflows.

Legacy System Connectivity & Modernization

  • Develop integration interfaces connecting modern API services with legacy

enterprise systems and mainframe-adjacent platforms.

  • Implement connectors and data synchronization mechanisms for systems

operating in RACF or batch-processing environments.

  • Support modernization initiatives that transition legacy integration

patterns into cloud-native API architectures.

Documentation, Governance & Operational Readiness

  • Produce comprehensive Technical Design Documents (TDDs) detailing

architecture, integration patterns, and data mappings.

  • Develop and maintain API contracts, interface documentation, and Manager’s

ReadMe documentation for agency stakeholders.

  • Ensure all development activities are tracked in ServiceNow SPM, Jira, or

other enterprise ALM platforms to maintain audit traceability.

  • Develop operational runbooks and troubleshooting guides for support and

operations teams.

Required Qualifications

  • Extensive experience designing and developing enterprise-grade RESTful APIs

using .NET technologies.

  • Strong proficiency in C#, ASP.NET Core, and modern .NET development

frameworks.

  • Demonstrated experience implementing enterprise API gateways using Azure API

Management.

  • Hands-on experience building secure integration services connecting cloud

and on-premise systems.

  • Strong experience with DevOps automation, CI/CD pipelines, and Git-based

version control workflows.

  • Solid understanding of secure coding practices, identity management

frameworks, and API security standards.

  • Proven ability to produce technical documentation, architecture diagrams,

and integration specifications.

  • Strong communication skills with the ability to collaborate effectively with

architects, engineers, and business stakeholders.

Preferred Qualifications

  • Experience supporting large-scale government or regulated enterprise

environments.

  • Familiarity with legacy enterprise systems and mainframe-adjacent

integration patterns.

  • Experience implementing event-driven architectures and distributed messaging

systems.

  • Experience with enterprise API governance frameworks and large-scale

integration platforms.

  • Knowledge of cloud modernization and digital transformation initiatives

within enterprise environments.
