Project Controller (Specialist)

Position Overview

If you've spent your career keeping complex energy capital programs on budget and on schedule, this role was built for you. Our client needs a senior-level Project Controller to serve as the controls backbone on a large-scale program in Houston, owning everything from cost management and earned value to executive reporting and close-out. This is a 23-month engagement starting June 30, 2026.

Location: Houston, TX (On-site, locals only)
Schedule: Monday through Friday, 40 hours/week
Duration: 23 months (starting June 30, 2026)


Client Overview

Our client is a major utilities and energy company operating large-scale capital programs across the energy sector. They need an experienced project controls specialist who can hit the ground running and provide senior-level leadership on a high-visibility project team.


Responsibilities

  • Develop the PC organizational structure, staffing worksheet, and project controls plan covering all key areas
  • Review and map estimates to the control WBS; communicate requirements to scheduling and contractor teams
  • Manage baseline development in close collaboration with project estimators and schedulers
  • Monitor cost, commitment, and forecast data; analyze variances and provide actionable recommendations
  • Apply full Earned Value Management methodology, including rules of credit and progress measurement
  • Identify and evaluate trends, allowances for escalation, contingency, and design unknowns
  • Prepare and present monthly reporting packages and project updates to executive management
  • Interface across engineering, procurement, construction, and accounting for forecasting alignment
  • Participate in HRIM and QRA meetings; update budgets and forecasts accordingly
  • Mentor and support junior and intermediate project controllers
  • Ensure all administrative, financial, and system close-out activities are completed

Requirements

Required:

  • Bachelor's degree in a related field
  • 15+ years of project controls experience on capital programs
  • Full understanding of Earned Value Management, rules of credit, and progress measurement
  • Proven experience managing cost, schedule, change, and reporting on large-scale energy projects
  • Strong communication skills with experience presenting to executive management
  • Authorization to work in the US (US Citizen, Green Card, or Green Card-EAD)

Preferred:

  • Field experience on capital construction projects
  • Experience with high-risk capital programs across multiple asset types
  • Prior experience mentoring junior project controls staff
