Program Description: This program provides IT services focused on building, securing, and operating the Department of Veteran Affairs LGY’s home loan product-line technology. The contract’s purpose is to modernize and sustain critical home loan technology systems that support LGY’s delivery of mortgage-related services to program stakeholders, to provide continuous delivery and security integration.

Position Description: The Oracle Engineer supports the VA LGY DevSecOps 2.0 program by developing and optimizing Oracle database solutions and integrations that enable mission-critical home loan systems. This role builds and maintains complex PL/SQL and SQL, performs performance tuning and large data set optimization, executes ETL/data migration and reconciliation activities, and ensures strong data validation, auditability, and integrity. The engineer collaborates with cross-functional teams to troubleshoot production issues in high-volume environments and supports API/integration work, including Salesforce-related integrations.

Responsibilities:
 Develop and maintain PL/SQL procedures, packages, and complex SQL queries within Oracle databases.
 Diagnose, analyze, and resolve data quality or data integrity issues within LGY systems.
 Design and execute complex database queries using analytic functions, Common Table Expressions (CTEs), and other advanced SQL constructs.
 Create and execute comprehensive test plans to validate database logic, data transformations, and system integrations.
 Analyze database performance and optimize queries for efficiency and scalability.
 Collaborate with developers, analysts, and stakeholders to troubleshoot issues and support application functionality.
 Use database development tools such as TOAD or Oracle SQL Developer to manage queries, analyze performance, and troubleshoot database issues.
 Document database processes, queries, and troubleshooting procedures to support maintainability and knowledge sharing.
 Prepare and review solution options with technical leads to resolve complex data or system challenges.
 Maintain positive working relationships with the client and delivery team while supporting mission-critical systems.

Required Skills:
 Bachelor’s degree and 6 years of relevant experience.
 An additional 2 years of experience with an Associate’s Degree.
 An additional 4 years of experience with a high school diploma.
 Strong experience writing complex SQL and PL/SQL in Oracle databases.
 Experience diagnosing and analyzing complex data issues in enterprise systems.
 Experience designing and executing complex test plans for database logic and data validation.
 Strong understanding of analytic SQL functions and when to apply Common Table Expressions (CTEs) in complex queries.
 Experience using database development tools such as TOAD or Oracle SQL Developer.
 Excellent verbal and written communication skills.
 Strong attention to detail with proven analytical and problem-solving skills.
 Ability to shift focus between competing priorities in a fast-paced environment.
 Demonstrates leadership in the face of ambiguity and works proactively to drive issues to resolution.

Preferred Skills
 Oracle Database SQL Certified Associate or Oracle Certified Professional certification.
 Existing Public Trust clearance at the Department of Veterans Affairs or other federal agency.
 Experience supporting federal government or Department of Veterans Affairs systems.
 Experience working within large enterprise data environments.
 Familiarity with mortgage or financial services systems.
 Experience using JIRA and Confluence.
