Job Title: Procurement Specialist
Location: NCR (National Capital Region). Physical location within NCR is flexible. Ability to visit the DLOC facility in Landover, MD, as well as the DIAC at Joint Base Bolling, which are SCIFs. Might also need to access Customer’s SCIFs in Rosslyn and Chantilly.
Security Clearance: TS SCI CI Poly Required
Job Description:
The Procurement Specialist is responsible for sourcing and supplier management, contract negotiation and management, purchasing and order management, budgeting and cost control, and compliance and risk management within the Government & Public Services (GPS) procurement space. This role involves identifying and evaluating potential suppliers, conducting supplier assessments, and establishing relationships to ensure reliable sources of quality goods and services. The specialist will negotiate contract terms, pricing, and service level agreements (SLAs) to secure favorable terms for the organization and manage contracts through their lifecycle, including renewals, modifications, and termination as needed.
Key Responsibilities:
• Sourcing and Supplier Management: Identify and evaluate potential suppliers, conduct supplier assessments, and establish relationships to ensure reliable sources of quality goods and services.
• Contract Negotiation and Management: Negotiate contract terms, pricing, and service level agreements (SLAs) to secure favorable terms for the organization. Manage contracts through their lifecycle, including renewals, modifications, and termination as needed.
• Purchasing and Order Management: Oversee purchase orders (POs) and requisitions, ensuring timely and accurate processing in line with organizational policies and procedures.
• Budgeting and Cost Control: Monitor expenditures against budget forecasts, analyze spending patterns, and identify cost-saving opportunities to optimize procurement processes and support financial goals.
• Compliance and Risk Management: Ensure procurement activities comply with federal, state, and local regulations as well as organizational policies. Conduct risk assessments related to supplier performance and regulatory compliance.
• Operational Management: Negotiate IT agreements as needed within the GPS procurement space. Mentor procurement professionals/buyers, including consistent check-in sessions and quarterly performance reviews.
• Additional Duties: Perform other job-related duties as assigned.
Required Skills:
• Demonstrated proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams, etc.).
• Proficient in Costpoint, Coupa, and SAP skills.
• Proficient negotiation and presentation skills.
• Demonstrated experience in negotiating and leveraging value-added reseller agreements.
• Strong consultative and communication skills.
• Demonstrated ability to work effectively and collaboratively with teams.
• Ability to operate in a fast-paced environment.
• Ability to multitask while being detail-oriented.
Education & Experience Required:
• Bachelor's Degree.
• Minimum of 10-15 years of government contract buying of software and hardware.
Preferred Education & Experience:
• NCMA Member.
• Supply Chain Management certification preferred.
