Job Title: Procurement Manager

Location: NCR (National Capital Region). Physical location within NCR is flexible. Ability to visit the DLOC facility in Landover, MD, as well as the DIAC at Joint Base Bolling, which are SCIFs. Might also need to access Customer SCIFs.

Security Clearance: TS/SCI CI Poly Required

Job Description:

This role involves reviewing software and reseller terms and conditions to identify and eliminate risks in negotiations with suppliers/vendors. The Procurement Manager will perform file documentation activities and determine the most appropriate method of procurement, ensuring compliance with all applicable laws, standards, and regulations.

Key Responsibilities:

  • Inventory and Logistics Coordination: Work closely with inventory and logistics teams to manage stock levels, reduce lead times, and support operational efficiency.
  • Client Interaction: Interact with Deloitte project leadership to maintain the level of service required for the overall procurement process and meet client expectations.
  • Operational Management: Manage the day-to-day operations of the procurement process and set expectations for project purchases.
  • Data Management and Reporting: Maintain accurate records of procurement transactions, supplier performance metrics, and spend analysis. Prepare regular reports for management, highlighting insights and recommending process improvements.
  • Contractual Issue Resolution: Identify and resolve contractual issues while collaborating with internal and external stakeholders.
  • Market Monitoring: Monitor supply markets in key categories and understand supplier diversity programs and latest trends in industry associations and the diverse supplier community.
  • Supplier Interaction: Receive field inquiries from suppliers and connect them with appropriate internal stakeholders.
  • Compliance Review: Review buyer files for compliance based on their DOA. Negotiate IT agreements as needed within the GPS procurement space.
  • Mentorship: Mentor procurement professionals/buyers, including consistent check-in sessions and quarterly performance reviews.
  • Additional Duties: Perform other job-related duties as assigned.

Required Skills:

  • Demonstrated proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams, etc.).
  • Proficient in Costpoint, Coupa, and SAP skills.
  • Proficient negotiation and presentation skills.
  • Demonstrated experience in negotiating and leveraging value-added reseller agreements.
  • Strong consultative and communication skills.
  • Demonstrated ability to work effectively and collaboratively with teams.
  • Ability to operate in a fast-paced environment.
  • Ability to multitask while being detail-oriented.

Education & Experience Required:

  • Bachelor's Degree.
  • Minimum of 10-15 years of government contract buying of software and hardware.

Preferred Education & Experience:

  • NCMA Member.
  • Supply Chain Management certification preferred.
