Job type Specialist on Inclusive Governance to support the in-country international assistance of the Government of Canada in Vietnam.

Location of Position Hanoi, Vietnam (remote) with potential local travel

Reporting to FSSP Manager

Remuneration In line with market rates.

Indicative LOE/Time Frame Duration of the initial consultancy is approximately 12 months, expected starting early January 2024 with an Estimated Level of Effort (LoE) of 30 days per year and flexible by month.

Language Requirements Fluency in English is required

About the Project

Given Alinea’s global technical expertise in providing support services in various countries around the world, including in Vietnam, Alinea has been contracted by Global Affairs Canada (GAC) to provide administrative, financial and logistical services as well as the procurement of goods, services and technical specialists through the Field Support Services Project (FSSP) in Vietnam. The FSSP improves the efficiency of the work of the program and project stakeholders and the impact of Canada’s international assistance in Vietnam.

 

The Vietnam FSSP acts in alignment with Canada’s Official Development Assistance Accountability Act, which aims to comply with aid effectiveness principles and deliver aid that maximizes its impact on development and poverty reduction. Further FSSP helps advance the implementation of GAC’s commitment to Canada’s Feminist International Assistance Policy.

 

In this context, the FSSP is looking for a Vietnamese inclusive governance specialist to provide long-term FSSP support that is responsive to the GAC’s development program needs in Vietnam which require to respond to policies, programs, projects, and decisions in the area of inclusive governance including human rights, rules of law, inclusive growth for green agriculture, safe food for growth, etc.  

 

Key Responsibilities 

Based in, and working remotely from Vietnam, the selected Inclusive Governance Specialist will work in close collaboration with, and report to the FSSP Manager, in cooperation with the GAC development team in Vietnam.

 

Tasks and assignments will be identified by GAC as far in advance as is practicable and possible. However, a significant portion of the workload may be requisitioned on short notice and will require timely responses. The post will be home-based, local travel will be on an as required basis. The consultancy is renewable based on assessment of quality of work, GAC’s demand and available budget.

 

The selected Inclusive Governance Specialist may be required to travel locally and is responsible for the following tasks, but are not limited to:

  • Provide technical analysis, advice, guidance and tools on inclusive governance (human rights, rules of law, inclusive growth for green agriculture, safe food for growth, etc.) to foster Canada’s engagement and programming options in Vietnam; 
  • Preparation of inclusive governance-related studies, background papers, policy briefs, recommendations, reports, factsheets, etc. as well as policy priorities and programming options in Vietnam; 
  • Analysis, advice and recommendations on current or emerging and future inclusive governance issues within the scope of Canada’s cooperation program in Vietnam; 
  • Contribute to the preparation of option papers, concept papers and project approval documents, including the development of project logic models (LM) and LM narratives, performance management frameworks (PMF) and PMF narratives, monitoring plans, risk registers, management plans and terms of reference, in accordance with GAC’s results-based management methodology, terminology and tools; 
  • Analysis and review of the legal and regulatory environment in Vietnam as it relates to inclusive governance and human rights; mapping of network of local non-governmental, development partner and government contacts actively engaged in inclusive governance and human rights programming. 
  • Advice on opportunities and strategies for mainstreaming inclusive governance and human rights concerns across Canada’s cooperation program and the promotion of program level synergies, coherence and results achievement; 
  • Participate, as required, in field visits/monitoring exercises including liaising with implementing partners, external monitors and GAC HQ and Embassy personnel, reports (written and/or oral) on meetings/events attended including field trip reports; 
  • Participate on behalf of GAC and assist in preparing Canada’s position for inclusive governance-related working groups, events and policy dialogue; 
  • Provide any other related services, as required. 

 

Expected Deliverables 

The deliverables will be reports on inclusive governance analysis, technical guidance, guidelines, tools, trainings, meetings, workshops and monitoring field visits, based on program needs and involves review across a range of subject areas, such as: 

  • Legal and regulatory frameworks guiding inclusive governance in Vietnam; 
  • Opportunities for  policy dialogue and action  on issues of governance and human rights including cooperation with other donors; 
  • Analysis on opportunities and strategies for mainstreaming inclusive governance and human rights concerns across Canada’s cooperation program. 
  • Ethnic minorities and other vulnerable groups; 
  • Labour issues (women in the workforce); 
  • Women's economic empowerment; 
  • Post-secondary education, training and skills development 

 

Academic Qualifications and Experience: 

Mandatory: 

Education 

  • Advanced degree in Social Sciences, Business Administration, Economics, Commerce, Finance, International Development or a related discipline. 
  • Additional training completed in the last 10 years in one of the fields of project management, international development, results-based management, conflict management, capacity building or coaching approaches (considered an asset). 

Experience 

  • Minimum of 10 years of working experience in international assistance policy and programming related to inclusive governance and human rights in Vietnam  
  • Demonstrated experience in the delivery of technical assistance to governmental agencies and/or international organizations on inclusive governance such as human rights, improvement of legal and regulatory frameworks, development of institutional capacity and coordination, green agriculture, safe food for growth, etc.  
  • Demonstrated practical knowledge of the inclusive governance and human rights context in Vietnam and of international inclusive governance frameworks. 
  • Knowledge of social and economic challenges facing women in Vietnam and experience demonstrating approaches to address gender issues at policy, program and project level. 
  • Experience working with diversified stakeholders (GoV, CSOs, journalists, private sector or other development partners); 
  • Familiarity of key stakeholders in inclusive governance and human rights in Vietnam; 
  • Fluency in English is required. 

Desirable: 

  • Experience in working with international development assistance organizations; 
  • Knowledge of the GAC’s Feminist International Assistance Policy (FIAP), Indo-Pacific Strategy (IPS), Canada’s approach to results-based-management; capacity development and building measures (conference, delegation trips, trainings, dialogues, etc.) and policy making processes in Vietnam; 
  • Strong analytical and critical thinking, research, communication and report writing skills proven through track record or published papers; 
  • Able to work effectively in a dynamic team environment (working both independently and as part of a small team).
