Remuneration: In line with market rates

About the Project

Given Alinea’s global technical expertise in providing support services in various countries around the world, including in Vietnam, Alinea has been contracted by Global Affairs Canada (GAC) to provide administrative, financial and logistical services as well as the procurement of goods, services and technical specialists through the Field Support Services Project (FSSP) in Vietnam. The FSSP improves the efficiency of the work of the program and project stakeholders and the impact of Canada’s international assistance in Vietnam.

The Vietnam FSSP acts in alignment with Canada’s Official Development Assistance Accountability Act, which aims to comply with aid effectiveness principles and deliver aid that maximizes its impact on development and poverty reduction.  Further FSSP helps advance the implementation of GAC’s commitment to Canada’s Feminist International Assistance Policy.

In this context, the FSSP is looking for Vietnamese specialist(s) on gender equality (GE) to provide long-term FSSP support that is responsive to the GAC’s development program needs in Vietnam.

 

Key Responsibilities

Based in, and working remotely from Vietnam, the selected consultant may be required to travel locally. The Gender Equality Specialist will work in close collaboration with, and report to the FSSP Manager, in cooperation with the GAC development team in Vietnam, and is responsible for the following tasks, but are not limited to:

  • Provide gender-based analyses, advice and guidance on GE issues that allow identification of GE results or their monitoring at the program level.
  • Ensure that GE considerations and the indicators relating to them, are broken down by gender and sensitive to the other identity factors when relevant, are taken into account in all programming, in activities as well as outcomes achieved in implementing Canada-funded programs in Vietnam.
  • Provide technical guidance and advice aligned with Government of Canada’s GE tools in order to facilitate the integration of GE considerations when preparing analysis and approval documents for projects in planning.
  • Provide advice and inputs throughout the project cycle, such as reviewing and providing comments on documents produced by projects funded by the Government of Canada in Vietnam (work plan, proposal, annual report and project monitoring);
  • Provide, as needed, gender-based analyses of relevant evidence on major developments in the GE situation in Vietnam.
  • Help prepare and deploy monitoring missions by providing instructions and technical advice connected to expected GE outcomes with a view to ensuring that gender equality considerations are incorporated, including sharing resources and referrals to tools, tipsheets.
  • Support monitoring of project progress financed by Global Affairs Canada, especially as regards the incorporation of GE, and recommend any necessary corrective action.
  • Assist with the preparation of the various sector meetings and their implementation, such as technical, steering or other committees and, as necessary, the preparation of minutes, paying special attention to GE issues.
  • Develop and maintain a network of strategic contacts with a variety of partners in the GE sector and identify the GE best practices of partners and the network.
  • Contributing to knowledge sharing, capacity building–workshops, training, missions, monitoring field visits; and
  • Provide any other related services, as required.


Expected Deliverables

The deliverables will be reports on gender-based analysis, technical guidance, guidelines, tools, trainings, meetings, workshops and monitoring field visits, based on program needs and involves gender equality review across a range of subject areas, such as:

  • Climate Change, including nature-based solutions, energy and carbon market;
  • Labour issues (women in the workforce) and human resources development;
  • Women's economic empowerment;
  • SMEs and cooperative development;
  • Public Financial Management;
  • Public Private Partnerships;
  • Post-secondary education, training and skills development;
  • Environment and climate change;
  • Ethnic minorities and other vulnerable groups;
  • Agriculture, including climate smart agriculture; and
  • Banking and financial sectors.


Academic Qualifications and Experience:

Mandatory:

Education

  • Advanced degree in a relevant discipline, such as women’s/gender studies, international development or sociology.
  • Additional training completed in the last 10 years in one of the fields of project management, international development, results-based management, conflict management, capacity building or coaching approaches (considered an asset).

Experience

  • Minimum of 4 years of cumulative professional experience and a demonstrated track record of conducting gender analysis for international assistance projects in Vietnam.
  • Demonstrated experience in the delivery of technical assistance, including development of GE-related training material, tools and guidelines.
  • Demonstrated experience in project monitoring related to GE outcomes.
  • Familiarity of GE key stakeholders in Vietnam.
  • Extensive knowledge and experience in Gender-based analysis, its use in international assistance programming and the extension of the methodology to include marginalized and vulnerable groups.
  • Fluency in English is required.

Desirable:

  • Knowledge and understanding of Canada’s Feminist International Assistance Policy.
  • Minimum of five years of working experience in ideally two of subject areas identified in expected deliverables above;
  • Demonstrated experience providing technical services relevant to the Paris Agreement;
  • Strong research and report writing skills proven through track record or published papers.
  • Able to work effectively in a dynamic team environment (working both independently and as part of a small team).
