Salary: $320,000-$375,000

The CEO is the top executive at Cascadia and is responsible for providing visionary leadership, strategic direction, and oversight to the organization. This opportunity is available due to the retirement of Cascadia’s valued, dedicated, and long-term CEO.

The CEO will work closely with the Board of Directors, leadership team, and staff to ensure Cascadia delivers high-quality, accessible healthcare services to underserved populations while adhering to its mission, vision, and values. This position is responsible for managing day-to-day operations, ensuring fiscal responsibility, and driving sustainable growth while maintaining compliance with all federal and state regulations.

Cascadia is a unique CCBHC and FQHC-LA. It began and remains dedicated to behavioral health and addiction services. In 2017, Cascadia received its CCBHC designation, and in 2021, it was designated as an FQHC-LA, which allowed an expansion of care and improved the health outcomes of the populations they serve. Today, Cascadia’s services include mental health care, addiction treatment and recovery support, primary care, wellness programs, permanent and affordable housing solutions, facility-based living, community support services, and crisis services.

Key Qualities & Experience

Organizational Experience and Savviness

  • Significant Community Behavioral Health (CCBHC) and Federally Qualified Health Center-Look-Alike (FQHC-LA) experience, specifically serving large populations of underserved clients with severe and persistent mental health challenges.
  • Demonstrated ability to analyze, streamline, and align internal processes and operational protocols to eliminate obstacles and drive significant improvements in organizational performance.

Field-Specific Knowledge

  • Business and fiscal acumen, with a deep understanding of how money moves through an organization and how it should be tracked. Extensive knowledge of both specialization and integration.
  • Thorough knowledge and understanding of the funding and policy organizations/systems in Oregon and the Northwest region that shape programming and access to operational funds.
  • Proven ability to partner with peer organizations and state leaders to advocate for Cascadia's mission and to influence legislation, policies, and funding.
  • Awareness of contemporary thinking and trends in community health, integrating wrap-around services (whole health) with physical and behavioral health solutions.

Strategic Leadership & Vision

  • Lead the development and execution of Cascadia’s Whole Health Care™ strategy, aligning goals with its mission to serve vulnerable populations.
  • Collaborate with the Board of Directors to establish long-term organizational vision and strategic priorities.
  • Inspire and guide the leadership team to achieve service excellence, operational efficiency, and community impact while maintaining a person-centered approach.
  • Represent Cascadia in public policy discussions, community forums, and advocacy efforts to advance the organization’s mission.

Key Responsibilities

Operational Management

  • Oversee day-to-day operations, ensuring efficiency and alignment with regulatory standards and community health needs.
  • Ensure continuous quality improvement initiatives are in place to enhance care delivery and operational performance.
  • Monitor key performance indicators (KPIs) to ensure accountability and organizational success.
  • Monitor recruitment and retention efforts to ensure a high-performing and diverse workforce.

Financial Oversight & Sustainability

  • Ensure financial health by overseeing budget preparation, monitoring expenditures, and aligning resources with organizational priorities.
  • Diversify funding streams through grants, government partnerships, and private donations to sustain long-term operations.
  • Manage compliance with funding requirements and advocate for increased financial resources.

Community & Stakeholder Engagement

  • Foster partnerships with healthcare providers, community leaders, and stakeholders to enhance integration, programming, and impact.
  • Serve as the organization’s primary spokesperson, building relationships with donors, media, government agencies, and other partners.
  • Collaborate with local and state governments to influence policies and funding that support Cascadia’s mission.
  • Build and foster a strong sense of community within Cascadia by cultivating meaningful relationships with staff at all levels of the organization.

Regulatory Compliance & Risk Management

  • Ensure full compliance with federal, state, and local regulations, including guidelines tied to CCBHCs, FQHCs, and Fair Housing.
  • Stay informed of healthcare policy changes to keep Cascadia competitive and compliant.
  • Oversee risk management strategies to protect the organization from financial, legal, and operational risks.

Board Governance & Collaboration

  • Partner with the Board of Directors to ensure effective governance, strategic oversight, and alignment with organizational goals.
  • Provide regular updates on performance metrics, challenges, and opportunities.
  • Support the Board in fundraising and strategic development efforts.
  • Facilitate regular communication between the Board and senior leadership, ensuring Cascadia’s activities and initiatives align with the Board’s vision and governance expectations.

Qualifications

Required

  • Degree in Public Health, Healthcare Administration, Business Administration, or a related field, or an equivalent combination of academic, clinical, and operational experience.
  • 10 years of senior leadership experience in a nonprofit, healthcare, or public health organization, preferably with 5+ years in CCBHC or FQHC leadership.
  • Proven track record in financial management, including budgeting and securing sustainable funding.
  • Deep understanding of healthcare delivery systems, funding mechanisms, and quality improvement practices.
  • Exceptional leadership, interpersonal, and communication skills.

Preferred

  • Familiarity with integrated care models and innovative healthcare solutions.
  • Experience in community-based healthcare settings.
